Community Health Centers would be especially harmed by significant Medicaid changes because as required by federal law, Health Centers provide care regardless of a patient’s insurance status. So, if patients lose Medicaid coverage, Health Centers will not have a source of revenue to pay for that care, which will become uncompensated. Coverage gaps will also be exacerbated by changes being completed by Congress that would reduce enhanced subsidies on the ACA marketplace and reduce navigator funding for individuals who would be eligible for coverage.

Rural America largely lacks the ability to treat substance use disorders with 65 percent of rural counties lacking the ability to prescribe buprenorphine, an effective drug used to treat opioid dependency. Starting in 2020, Medicaid began covering all medications, therapies, and counseling services that are approved by the Food and Drug Administration to treat opioid use disorders. Medicaid covers an estimated four in ten people with an opioid use disorder. Medicaid is a necessary foundation to help low-income, rural families dealing with higher rates of substance use disorders.
