Wisconsin's rural communities are proving that creative partnerships and innovative housing models can help tackle the affordable housing crisis.

From mixed-income developments and factory-built homes to utilizing tools like Tax Incremental Financing (TIF), communities across the state are finding new ways to expand access to affordable housing options for workers, families, and retirees.

At WHEDA, we're proud to support solutions that help communities think differently about housing development and ultimately create pathways to obtaining safe housing. WHEDA CEO & Executive Director Elmer Moore joined the Wisconsin Public Radio’s Wisconsin Today show to discuss how developers can build on successful developments to expand affordable housing across our state.

Affordable housing doesn’t just happen; it often requires collaboration between developers, local governments, lenders, community organizations, and others to move a project from idea to reality. The Corliss Apartments, developed by Bear Real Estate Group, is a strong example of what’s possible through an all-hands-on-deck approach.

Wisconsin’s housing shortage continues to impact communities statewide, making investments in affordable housing not only worthwhile but essential to supporting strong neighborhoods, local economies, and future growth.

Ecumenical Partnership for Housing - EPH received two grants through the WHEDA Foundation 2025 Housing Grant Program.

$32,818 in the Permanent Housing Category and $32,991 in the Emergency/Transitional Housing Category will allow EPHGB to update the heating and cooling in 13 homes that are a part of their supportive housing programs, providing year-round reliable comfort for families with children in their community.

HVAC systems are essential to ensuring the health and safety of residents as well as the home itself. The WHEDA Foundation’s investment through the Housing Grant Program will protect these homes and their residents for years to come.

WHEDA’s Spring 2026 Development Training Program Course concluded last Friday.

Over three days, attendees interacted with WHEDA staff and seasoned developers who shared their experiences, including how they overcame obstacles on their path to success. Each person left with knowledge of the key components of multifamily housing development, with a focus on utilizing available resources and pursuing financing through WHEDA and its partner organizations.

The last day of the course included a tour of two WHEDA-financed properties, Mason Manor and City East Apartments, as well as five potential development sites throughout the City of Green Bay.

Our Community & Economic Development team works tirelessly to find unique ways to share information about WHEDA’s products, programs, housing, and economic development efforts across Wisconsin. Sign up to receive email notifications about upcoming events: https://bit.ly/4dqTC0B

WHEDA is investing in NeighborWorks Blackhawk Region’s long-standing efforts to transform lives throughout Rock County.

NW Blackhawk Region received $40,000 through the WHEDA Foundation’s 2025 Housing Grant Program to make facility repairs to Brittan House, improving a pivotal transitional living shelter for otherwise homeless men.

The organization also secured a $350,000 investment through our Housing Counseling Resource Program, made possible in collaboration with FHLBank Chicago, to grow their team of housing counselors and help more Beloit area residents navigate their dream of homeownership.

By supporting housing at every step, these investments create stability, opportunities, and stronger communities throughout Wisconsin.
