Micromobility Devices in Illinois
New State Requirements Coming in 2027

The Village of Mackinaw has heard concerns from residents regarding electric bikes, scooters, and other micromobility devices being operated within our community. We have also heard from many parents and families who feel these devices are a fun and enjoyable activity for children when used responsibly.

As many residents may not be aware, the State of Illinois has adopted new statewide standards for electric micromobility devices that are scheduled to go into effect on January 1, 2027.

These new laws will establish statewide regulations and safety requirements and will limit local authority in certain areas of regulation.

See the status of SB3484 here: https://ilga.gov/Legislation/BillStatus?GAID=18&DocNum=3484&DocTypeID=SB&LegId=166485&SessionID=114

Our goal is to help keep everyone safe while also recognizing that these devices can be a positive recreational activity when used responsibly.

Until these statewide requirements take effect, Mayor Schmidgall welcomes input from Mackinaw residents regarding ideas on how the Village can better address the operation of these devices within Village limits and help make these activities safer for everyone in our community.

We welcome constructive suggestions from residents, parents, and citizens on ways to improve safety while balancing recreation and public concerns. Residents may contact the Mayor at [email protected].

As Illinois moves toward implementation of these requirements, the Village will continue sharing information so residents are aware of the new laws and understand that beginning January 1, 2027, the Village will be required to follow the standards established by the State of Illinois.

Important Note: These statewide micromobility requirements apply to electric recreational micromobility devices such as e-bikes, e-scooters, and similar devices. They do not apply to mobility devices used for medical or accessibility purposes, including motorized wheelchairs or mobility scooters used by individuals with disabilities.

In the meantime, we encourage all riders to:

✅ Ride responsibly
✅ Be respectful of pedestrians, property, and traffic
✅ Follow existing roadway and sidewalk rules
✅ Wear appropriate safety gear

We appreciate the feedback we have received and encourage everyone to work together to help keep Mackinaw safe for all residents.

It is with great sadness that we share the passing of former Village President Kenneth "Lee" Smith, who faithfully served our community as Village Trustee from 1969–1973 and as Village President from 1977–1989.

Lee cared deeply about this village and the people in it. For many years, he gave time, energy, and heart to helping our community grow and move forward. His leadership and dedication left a lasting mark that will not be forgotten.

We extend our thoughts and prayers to his family and loved ones during this difficult time. We are thankful for his years of service and the many ways he helped shape our community.

Lee, will be deeply missed by many.

Celebrate the life of Kenneth Smith and join others in sharing memories, stories, and condolences.
