The “Task Force to Modernize County and Municipal Revenue Structures,” chaired by Maryland Comptroller Brooke Lierman, really should be named the “Task Force to Raise Your Taxes.”

Government must learn to live within its means, and politicians must be held accountable for continuing to reach into Marylanders’ pockets.

Now is the time to prioritize spending, cut taxes, and show some restraint… starting with giving the Baltimore County Inspector General oversight of school spending.

The task force to Modernize County and Municipal Revenue Structures is mandated to make recommendations by Dec. 1 to the governor.

I wanted to provide an update and clarify a few important points regarding Lutherville Station. Please see below.

Supporting the TOD designation does not mean approving every detail of the development plan for redevelopment of the property.
Traffic, density, schools, infrastructure, public safety, and other legitimate community concerns will still be carefully evaluated through the Planned Unit Development Process. Resolution 30-26 (The TOD Resolution) allows important financing options to build the best project available that is consistent with the PUD.

Councilman Kach downzoned the commercial zone where Lutherville Station now sits to a residential zone, DR 16. This zoning never stopped the project and, in conjunction with HB 538, allows for residential development at Lutherville Station. This was done before I took office and is the reason I am pursuing a PUD (Planned Unit Development) to protect the community.

The PUD gives the community a critical layer of protection by allowing the County to lock in enforceable limits and conditions that the developer would not otherwise be required to accept, including density limits, limits on building height, restrictions on commercial uses, enhanced landscaping requirements, controls on signage, and requirements for access and other site conditions.
A TOD designation would make the project eligible for state financing and is separate from the Planned Unit Development process.

HB 538 now governs the law of the land in Maryland. Sadly, and regrettably, local control has been diminished substantially by this legislation forced upon us by Governor Moore and the Democrats. For the record, and so you know, I was completely opposed to HB 538 and voted against it as the Delegate representing District 42A.

Unfortunately, the Democratic supermajority carried the day and passed this irresponsible legislation. I fear this process is only going to become worse as Democrats continue to attack local control, and I feel the only opportunity to protect the community is through the PUD process. I am going to avail myself of the opportunity to protect the community through this process before we lose even more of the rights we currently have.

In my view, we lost many opportunities to protect the community long ago by endless delays, misstatements, and the notion that somehow this project could be stopped. I inherited this mess; I did not create it. Now, I am dealing with it in the most forthright manner I can and working to protect the community through the PUD process. The law is simple and the law is clear. The only way to ensure maximum protection is through the PUD process.
