The City of Luray, Kansas is nestled in the Smoky Hills region of the Great Plains. The community of Luray was established in the 1870's and was incorporated as a city in 1904. Luray is located along the north side of Wolf Creek and is about 20 minutes from Wilson Lake, which offers world class fishing and hunting. Play Luray, the community golf course is located off of Luray Lane just outside of town.

Luray City Council Meeting – January 14th, 2026

7:00 PM – Call to Order
Mayor Tammera Cline called the meeting to order.
7:06 PM – Appointments
Mayor Tammera Cline announced the following appointments:
β€’ City Clerk: Krysta Cash
β€’ City Treasurer: Joletta Cochran
β€’ City Attorney: Theresa Staudinger
β€’ Luray Cemetery Board: LaDana Seirer (Chair), Charma Craven, Terri Wagoner
β€’ Official Bank: The Peoples Bank, Osborne, Kansas
β€’ Official Newspaper: Lucas-Sylvan News
Stacey Letsch motioned to approve the appointments. Jack Cochran seconded the motion. Motion passed unanimously.
7:08 PM – Approval of Minutes
Monica Mullender motioned to approve the December 10, 2025 Luray City Council meeting minutes with the following correction:
9:06 PM – Employee Raises
Monica Mullender motioned to approve the following raises:
β€’ Krysta – $0.50/hour, based on employee evaluation
β€’ Ryan – $0.50/hour, based on obtaining Water Operator Certification
Stacey Letsch seconded the motion. Motion passed 3–2 (LaDana Seirer and Alvin Webber – no).
LaDana Seirer seconded the motion to approve the minutes as corrected. Motion passed unanimously.
7:09 PM – Accounting Report
Ryan Cook presented the accounting report, noting that utility funds were in very good condition and the general fund remained stable at the end of 2025. Angel Accounting and the City Clerk will work to close out the 2025 fiscal year in the coming days.
7:14 PM – Approval of Bills
Stacey Letsch motioned to approve payment of the bills. Monica Mullender seconded the motion. Motion passed unanimously.
7:15 PM – Public Works Report
Kevin presented his employee report. Discussion included root control distribution and frequency; Kevin stated it could be distributed in both the spring and fall if preferred by Council. Kevin also requested approval to purchase a sewer camera.
7:19 PM – Sewer Camera Purchase
Monica Mullender motioned to purchase a sewer camera. LaDana Seirer seconded the motion. Motion passed unanimously.
7:19 PM – Clerk Report
Krysta presented her employee report. All documents for the 40101(d) grant have been approved. A kickoff meeting is scheduled for January 20 to discuss fund release procedures, DBA, BABA, and other required agreements. Krysta advised the project will require extensive reporting and tracking.
7:23 PM – Security Report
Security concerns regarding potential water theft at the Roadside Park were discussed. Council directed Public Works to lock hydrants. Ordinance No. 355 was also discussed.
7:28 PM – Nuisance Vehicle
LaDana Seirer motioned to send a notice to the owner of a nuisance vehicle located at 318 N. Kansas. Jack Cochran seconded the motion. Motion passed unanimously.
7:29 PM – Scrap Metal Discussion
Council discussed a scrap metal pile. Luray Community PRIDE plans to have the material removed and sold as part of a fundraising initiative.
7:30 PM – Old Business: Livestock Ordinance
Council reviewed the drafted Livestock Ordinance with the City Attorney. Public comments included:
β€’ Felix: Stated the required square footage is excessive for rabbits and birds. Attorney advised the square footage can be amended if directed.
β€’ Delinda: Expressed opposition to the ordinance and suggested stricter enforcement of dogs at large instead.
β€’ Jack: Indicated he is considering annexing his ten acres out of city limits.
β€’ Vicki: In favor of passing a livestock ordinance with updated provisions. She also questioned the attorney on other animal ordinances and if state statutes would apply if the city does not have their own ordinance. Attorney indicated that state statues would not apply. Also shared concerns of difficulties in reaching city employees via telephone.
β€’ LaDana: Asked whether fines could be included. Attorney advised fines may be added if directed.
β€’ Bruce: Asked who would enforce square footage requirements. Attorney advised the City Clerk would determine compliance.
β€’ Charma: Asked who would care for animals if seized.
β€’ David G.: Asked how livestock issues were handled prior to an ordinance.
β€’ Lisa: Suggested continued review and placing the ordinance back on Old Business for the February meeting.
β€’ Russell: Stated opposition to the ordinance.
7:48 PM – Open Forum
β€’ Felix: Offered $200 for the inoperable city pickup at the Industrial Park.
β€’ John L.: Noted the need for downspout extensions at the stone church and replacement of deteriorated library benches.
β€’ Toni B.: Expressed concerns about tree limbs growing into power lines.
β€’ Delinda: Asked why employee phone numbers were not posted on the shop door.
β€’ Russell: Reported a tree threatening a city meter.
β€’ Charma: Reported a dead tree threatening power lines and noted drain line maintainer used to be distributed more than once per year.
β€’ Delinda: Reported continued debris in water lines at the Luray Activity Center and questioned whether a boil advisory was needed following an incident on December 10.
β€’ Bruce: Requested to say a prayer for the community.
β€’ David S.: Asked about the digital sign formerly located near the old football field and whether inquiries had been made regarding advertised free land.
β€’ Shirley: Reported difficulty contacting the City Clerk and not receiving a return call.
β€’ Russell: Asked why the new Main Street digital sign was not operational during the holidays.
β€’ Mona K.: Noted that no spending limit had been set in the earlier motion to purchase a sewer camera.
8:02 PM – Council Time
Council discussed Felix’s offer to purchase the inoperable Ford F250 city pickup.
8:03 PM – Sale of City Pickup
LaDana Seirer motioned to sell the inoperable Ford F250 city pickup to Felix for $200.00. Monica Mullender seconded the motion. Motion passed unanimously.
8:04 PM – Council Time Continued
Kevin will purchase and install downspout extensions at the stone church and remove damaged benches from the library. Monica will research grant opportunities for new benches.
Public Works will trim branches near power lines at 217 N. Lincoln Avenue.
Kevin reported contacting KDHE on December 10 regarding water concerns and was advised a boil notice was not necessary. KDHE directives were followed. Kevin suggested the Luray Activity Center investigate potential issues in water lines from the city meter to the building, which are the customer’s responsibility. Kevin also stated that employee phone numbers have been posted on the shop door since directed to do so at the December 10th, 2025 Council Meeting.
Council and the City Attorney discussed tree maintenance within easements. Property owners are responsible for tree removal; the City will trim trees threatening power lines.
8:15 PM – Sewer Camera Purchase Amount
LaDana Seirer motioned to approve the purchase of a sewer camera not to exceed $1,300. Monica Mullender seconded the motion. Motion passed unanimously.
8:15 PM – Council Time Continued
Stacey Letsch thanked Krysta, Kevin, and Ryan for their work on the successful substation upgrade grant.
8:17 PM – Mayor Resignation
Mayor Tammera Cline announced her intent to resign as Mayor. She would submit a written resignation to the City Clerk in the coming weeks. The City Attorney provided guidance on the process to fill the vacancy.
8:25 PM – Executive Session
Lisa Shiroky motioned to enter into a 15-minute executive session to discuss non-elected personnel, pursuant to K.S.A. 75-4319(b)(1), with all city employees and the City Attorney present. Jack Cochran seconded the motion. Motion passed unanimously.
8:40 PM – Return from Executive Session
Council returned to open session. No action was taken.
8:42 PM – Adjournment
LaDana Seirer motioned to adjourn the meeting. Monica Mullender seconded the motion. Motion passed unanimously.

Luray City Council Meeting – December 10, 2025
7:00 PM – Call to Order
Mayor Tammy Cline called the meeting to order.
Governing body present: Mayor Tammy Cline, Ben Gruver, Alvin Webber, LaDana Seirer, and Monica Mullender.
7:01 PM – Approval of Minutes
Monica Mullender motioned to approve the minutes from the November 12, 2025 council meeting. Alvin Webber seconded the motion. Motion passed unanimously.
7:02 PM – Accounting Report
Council reviewed the accounting report.
7:03 PM – Approval of Bills
Alvin Webber motioned to approve payment of the bills. Ben Gruver seconded the motion. Motion passed unanimously.
7:05 PM – Public Works Report
Kevin provided his employee report, including updates on the upcoming demolition project and the recent water tower inspection.
7:06 PM – Clerk Report
Krysta provided her employee report.
7:09 PM – Security Report
Ryan provided his security report. He noted that Public Works will need additional meter pit lids and foam insulation pads.
7:11 PM – Council Member Arrival
Council Member Stacey Letsch entered the meeting.
7:12 PM – Library Budget Approval
Ben Gruver motioned to approve the presented Luray City Library budget. Monica Mullender seconded the motion. Motion passed unanimously.
7:13 PM – Employee Holiday Bonus and Paid Holidays
Ben Gruver motioned to provide each city employee with a $100 holiday bonus and give Christmas Eve and New Year’s Eve off as paid holidays. Alvin Webber seconded the motion. Motion passed 4–1 (LaDana Seirer – no).
7:16 PM – Luray Community PRIDE Update
Luray Community PRIDE provided an update to the Council.
7:17 PM – Livestock Animal Ordinance Review
Council reviewed the drafted Livestock Animal Ordinance with the City Attorney. This item was tabled until open forum to allow for public input.
7:33 PM – Open Forum
β€’ Melinda Walker provided an update on progress at the historical log cabin. Additional work is underway. A carport-style structure has been donated to help protect the cabin from the elements. They are also exploring a kiosk outlining the cabin’s history and Wyatt’s efforts to preserve it.
β€’ Bruce McGehee shared a personal public service announcement regarding memory aid supplements and false advertising.
β€’ Vickie Streit expressed concerns regarding enforcement of the proposed livestock ordinance.
β€’ John Seirer shared concerns about the permit fee and stated the β€œthree-strike” rule may be excessive.
β€’ Jack Cochran stated the ordinance could protect both animal owners and non-owners if implemented properly.
β€’ James Summers expressed support for the ordinance and stated animals should be confined to their owner’s property.
β€’ Delinda Petty requested a special notice to inform the community of items under review and consideration. Chanda Homewood agreed.
β€’ Krysta was directed to include information in the newsletter and social media regarding availability of the drafted ordinance at the City Office prior to the January 14, 2026 meeting.
β€’ Delinda Petty reported concerns regarding possible sediment in the water at the Luray Activity Center. Kevin advised there was a water leak and that lines would be flushed.
β€’ Alvin Webber addressed the Council and the public, issuing an apology for his emotions during the November 12, 2025 Council Meeting.
β€’ Krysta was directed to place employee phone numbers in the next city newsletter.
8:07 PM – Executive Session
Ben Gruver motioned to enter into a 15-minute executive session to discuss personnel matters of non-elected personnel, pursuant to K.S.A. 75-4319(b)(1), with the City Attorney present. LaDana Seirer seconded the motion. Motion passed unanimously.

The City Council has been reviewing a draft Livestock Animal Ordinance and welcomes public input. Copies of the most recent draft are available at the city office. Citizens are encouraged to review the draft and share any questions, concerns, or suggestions at the January 14 beginning at 7pm.
