Roy Cooper is the former two-term Democratic governor of North Carolina and the current Democratic nominee for the United States Senate. During his time in office, he signed a COVID-era settlement that freed 4,234 inmates early — with an explicit promise that no one “serving a sentence for a crime against a person” would qualify. 𝐓𝐡𝐚𝐭 𝐩𝐫𝐨𝐦𝐢𝐬𝐞 𝐰𝐚𝐬 𝐛𝐫𝐨𝐤𝐞𝐧. Among those released: 203 individuals convicted of taking indecent liberties with a child.

Of those 203 early releases, 𝟏𝟏𝟗 𝐡𝐚𝐯𝐞 𝐚𝐥𝐫𝐞𝐚𝐝𝐲 𝐫𝐞𝐨𝐟𝐟𝐞𝐧𝐝𝐞𝐝. The overall recidivism rate across Cooper’s 4,234 releases: 57 percent. More than half the inmates he freed have been back in the criminal justice system.

The names in the court records tell the story more clearly than any statistic. Roger Diaz-Castellano, an illegal immigrant from Honduras, had already been convicted of indecent liberties with a child and abduction of a child before Cooper released him. Furmencio Miranda-Cortazar, another illegal immigrant, had been convicted of two counts of s*xual battery against a 13-year-old. Cooper’s settlement freed him too.

Cooper’s campaign says he “fought these releases in court.” The GOP-controlled legislature wasn’t satisfied with that explanation: they launched a formal legislative probe in April 2026 and published a searchable public database of every inmate Cooper released.
