As of October 31, the City reported a budget shortfall of $71 million. However, this figure does not account for $118 million in surplus revenues, which the City has chosen not to recognize due to economic uncertainty, volatility in property and hotel tax revenues, and the reliability of transfers from special funds. In the coming months, we expect greater clarity on the true status of the budget, particularly as the economy slows and federal funding for homelessness programs faces potential cutbacks.
