Los Angeles County Independent Living Program ILP services for current and former foster youth ages 16-20 from the LA County Department of Children and Family Services and Probation Department.

The Independent Living Program (ILP) provides financial assistance to current and former foster/probation youth, 16-20 years of age. You may receive the help you need as a student in high school, college, or a vocational program. You may also qualify for services if you are working or need assistance with dorm or rent. To receive ILP assistance, you must be ILP eligible. ILP is here to help you ge

The Independent Living Program was initially authorized in 1985 Public Law PL 99-272. In January 1988, the Los Angeles County Department of Children and Family Services (DCFS) established an administrative unit called Emancipation Services (now known as Youth Development Services Division) to implement and administer the Independent Living Program for youth in Los Angeles County, including probation youth. The Omnibus Budget Reconciliation Act of 1993 PL 103-66 permanently authorized the Independent Living Program effective October 1, 1992. The Foster Care Independence Act of 1999 established requirements and funding for foster youth services. Independent Living Program (ILP) financial assistance is authorized by the Federal Independent Living Program, and administered through the California Department of Social Services, and authorized by the Los Angeles County Auditor Controller. Available funds are based on the amount of money allocated to Los Angeles County by the State every fiscal year. These funds are augmented by other private and public sector monies and programs that serve the county's population of transitioning youth.

iFoster-Americorps is actively recruiting ILP eligible youth ages 17-20 for employment. This is a very unique employment model with current/former foster youth at selected host sites working exclusively with current/former foster youth as peer navigators. They will earn a living wage, a scholarship, vital training - including trauma informed and job readiness; as well as case management and supervision at the host sites. The added bonus is these young adults have the opportunity to pay it forward by helping their peers.

United Friends of the Children presents:
College Within Reach
Sponsored by Los Angeles County Office of Education (LACOE) and L.A. Care

Light breakfast and lunch will be provided.
We will have grade-specific sessions and a College and Resource Fair for students in grades 6 – 12th.
Caregivers and service providers are also invited to attend. Spanish-translation will be available.

Transportation is available from 25 various locations across LA County. Register by February 4th to secure a spot on our transportation.

For many state financial aid programs: March 2, 2019 (date postmarked) Cal Grant also requires submission of a school-certified GPA by March 2, 2019. Applicants are encouraged to obtain proof of mailing their GPA and to retain a copy of their GPA form. For additional community college Cal Grants: Sept. 2, 2019 (date postmarked) If you're a noncitizen without a Social Security card or had one issued through the federal Deferred Action for Childhood Arrivals program, you should fill out the California Dream Act Application found at caldreamact.org. You do not need to fill out a FAFSA form to be eligible for California student financial aid. Contact the California Student Aid Commission (csac.ca.gov) or your financial aid administrator for more information. Additional forms may be required. Applicants are encouraged to keep a record of their submission by printing out their online FAFSA confirmation page or obtaining proof of mailing the FAFSA form.
