Big news for Los Angeles — and a step DAECO fully supports. 🏘️

A new legal settlement requires the City of LA to create 14,000 shelter and permanent housing beds for unhoused residents by June 2027. And just as importantly, the city must now measure its success by the beds it creates — not by how many encampments it clears.

Why does this matter? Because clearing encampments doesn't end homelessness. It just moves people from one place to another. Real success looks like real housing.

This is the kind of accountability-driven approach that DAECO believes will create actual, lasting change for the people of Los Angeles. We're hopeful this settlement becomes a turning point — and a model for other cities grappling with the same challenges.

🏠 14 Years. Thousands Housed. One Incredible Mission.

We're proud to mark 14 years of consulting with Brilliant Corners, one of California's most impactful housing non-profits. Since day one, DAECO Principal Justin Dae has been at the table — helping build and grow the LA County Flexible Housing Subsidy Pool (Flex Pool) into a nationally recognized program that has housed over 15,000 people and moves an average of 200 individuals out of homelessness every single month.

The Flex Pool's success in Los Angeles has become a model for supportive housing across the state, inspiring similar programs in San Francisco and San Diego — a testament to what's possible when dedicated organizations commit to solving homelessness.

Our team was proud to be at Housing California this year — a conference that brings together the people and organizations on the front lines of solving homelessness across our state.

DAECO Principal Justin Dae and Project Manager Delia Munoz represented our firm and came back energized by the incredible community doing this work every day.

California just made it easier to build housing where it’s needed most—and that’s a game-changer for affordability and homelessness.

As CalMatters reports, lawmakers have exempted most urban “infill” housing developments from CEQA—the California Environmental Quality Act—which has long been used to delay new apartment projects through extensive environmental reviews and litigation.

• These reforms are backed by strong public support: about 74% of Californians—across party lines and demographics—agree with the changes, underscoring the urgent demand for housing progress.

• The rationale? Infill projects are environmentally beneficial, climate-friendly, and essential to increasing housing supply—without sacrificing ecological quality.

Why it matters: More housing = more affordability = real progress on homelessness.

At DAECO Real Estate Services, we create opportunities.

When we came across the long-vacant Bailey Street site, we saw its potential to become something impactful. Our team identified the property, recognized its viability for interim housing, and brought in a private market investor to make the vision a reality.

From there, we led the schematic design and space planning process, transforming the former medical office building into the largest interim housing facility on LA’s Eastside, now home to 72 women and children.
 
Our design included:

On April 8th, LA City Council passed Motion C.F. No. 23-0624, a major win for housing advocates and developers alike. Previously, projects needed up to 8 City Council approvals—a costly, time-consuming barrier that delayed much-needed housing for our unhoused neighbors.

This motion streamlines the approval process down to just 2 steps, empowering the Los Angeles Housing Department (LAHD) to handle routine project modifications for AHMP, Prop HHH, AHSC, Project Homekey, and ULA initiatives—without repeated Council votes.

At DAECO, she plays a vital role in overseeing active construction projects, offering schematic design support, and making thoughtful, trauma-informed design decisions. Her work helps create welcoming, functional spaces that provide essential services to individuals in need — and her passion for helping others shines through in everything she does. Delia is a firm believer in the power of strong communities and the impact thoughtful design can have on people’s lives.
