Economic & Workforce Development Department Serving small businesses and workers as part of the City's Community Investment Department. WHAT IS EWDD? The two goals are closely connected.

Created in mid-2013, the City of Los Angeles Economic & Workforce Development Department has two primary missions: leveraging the city’s assets and resources to drive economic growth and creating jobs. A healthy economy creates new jobs. And a well-trained workforce attracts investment. At its best, the interplay creates thriving neighborhoods and a better quality of life for Los Angeles residents

. City leaders saw the dissolution of state redevelopment agencies as an opportunity to create a new city-managed entity that would take a coordinated, “under-one-roof” approach to helping businesses get off the ground, expand, build projects and create jobs. At nine BusinessSource Centers located across the city, EWDD helps entrepreneurs and companies of all sizes start ventures, relocate operations, access capital and expand operations. EWDD also stimulates the economy by leveraging a portfolio of city real estate assets, positioning them for developments that create jobs, revitalize struggling communities and build housing near transit lines. Orchestrating a healthy business climate is only half of the equation. EWDD also operates 16 WorkSource Centers where job seekers can receive free one-one-one career counseling and training in growing industries such as health care and green technologies. It also runs 14 YouthSource Centers where youth ages 16 to 24 receive guidance.

Marquez joined the Los Angeles Civil Rights Department’s “The Cost of Hate: How Public Speech and Online Content Impact Our Communities” panel to discuss how hate and discrimination can affect businesses, workers, and neighborhoods, from lost customers and reduced economic activity to people feeling unsafe or disconnected from available resources.

Federal disaster loans are now available for businesses impacted by the Lineage Fire. The U.S Small Business Administration (SBA) has made low-interest federal loans available to eligible small businesses and private non-profit organizations impacted by the fire.

Businesses can apply online or receive in-person assistance at the East LA/Boyle Heights BusinessSource Center.

Meet Sperra, a Los Angeles-based startup developing 3D-printed concrete systems for offshore renewable energy, aquaculture, and coastal resilience.

Through the City of Los Angeles-funded LA Blue 2025 cohort, powered by Braid Theory, Sperra refined its commercialization strategy, identified key markets, and strengthened its approach to customers, investors, and partners.

Today, Sperra continues to grow from AltaSea at the Port of Los Angeles and recently deployed its first full-scale 3D-printed concrete gravity anchor at a floating solar test site in Portugal.
