Los Angeles Homeless Services Authority The Los Angeles Homeless Services Authority (LAHSA) leads the LA area's system for rehousing people experiencing homelessness.

Over the last three years, LAHSA and its partners have consistently made over 20,000 permanent housing placements each year. In December of 1993, the Los Angeles County Board of Supervisors and the Los Angeles Mayor and City Council created the Los Angeles Homeless Services Authority (LAHSA) as an independent, Joint Powers Authority. LAHSA's primary role is to coordinate the effective and efficien

t utilization of Federal and local funding in providing services to homeless people throughout Los Angeles City and County. LAHSA is the lead agency in the Los Angeles Continuum of Care, which is the regional planning body that coordinates housing and services for homeless families and individuals in Los Angeles County. LAHSA coordinates and manages Federal, State, County and City funds for programs that provide shelter, housing and services to homeless persons in Los Angeles City and County. At the end of April, LAHSA Interim CEO Gita O’Neill and LA City Councilmember Ysabel Jurado traveled to Sacramento to advocate for the state’s continued investment in the HHAP program to help address the homelessness crisis in our region. This is another example of LAHSA and the City of Los Angeles working together to advance solutions to this critical human rights issue.

There are so many steps, conversations, and hands involved in helping one person move into a home, and we would all do it again to make sure one less person is on the streets. The Homeless Housing, Assistance and Prevention (HHAP) program helped place over 100,000 formerly homeless Californians into permanent housing. Bring California Home is proud to celebrate this milestone and thanks the Administration and the Legislature for their commitment to investing in proven solutions. California’s investment in HHAP means that over 100,000 family members, friends, and neighbors, have a pathway to stability and healing now that they are housed. Thank you, California.

Funding cuts have already begun to cause significant changes within homeless services.

This trend has led Shawn Pleasants, Chair of LAHSA’s Lived Experience Advisory Board, to worry about the future of this critical work. In an interview with CalMatters.org, he warns that people like himself, “who have worked hard to thrive in supportive housing, will be retraumatized by housing insecurity because we can’t afford increasing rents. Too many others will remain on or return to the streets, disconnected from family, friends, their past lives, and the futures we all hope to see.”

Shawn, like many employees and clients of homeless services, is looking to the State of California to fill in the gaps so that progress in reducing homelessness across Los Angeles and the state can continue. Homelessness has decreased over the past two years but sustaining that progress is extremely difficult without adequate resources. LAHSA is committed to improving how we collect data for the HC. Through the QuickCapture app, LAHSA has made the process faster, more accurate, and safer for volunteers. Logging observations in real time reduces confusion, improves accuracy, saves time, and enhances safety in the field. LAHSA’s data collection is transparent, and the technology used in Los Angeles has proven so effective that other cities are now studying and adopting similar tools. LAHSA, as the CoC lead, is focused on one goal: making it easier and faster for people experiencing homelessness in this region to get back into housing through strong data infrastructure, an equitable CES, clear regional alignment, system coordination, and accountability. “I make myself available 24 hours, 7 days a week, because the people experiencing homelessness don’t have a schedule where they’re homeless for 8 hours and then go indoors.” LAHSA staff members like Jessica embody the LAHSA spirit. The heart required for this work has no off switch or time limit. Jessica, thank you for your leadership, for constantly stepping up to the challenge, and for being available to help change the lives of Angelenos across the County.

Helping Angelenos achieve stability is the most fulfilling part of our work at LAHSA. We often take for granted the simple luxuries of having access to a shower or restroom, and being able to offer that dignity and privacy to clients who haven’t had it in years is the ultimate reward after the hard work of bringing people indoors. Thank you to our outreach teams for helping our clients feel like themselves again.

Meet people where they are. That’s the empathy required in homeless services. If that means sitting on the ground, then we sit on the ground. Making sure our clients are seen and understood is a top priority at LAHSA. Thank you to our outreach team for bringing that mindset into the field.
