This Asian American & Pacific Islander Heritage Month— We introduce another one of our proud 9-1-1 dispatchers.

“As a proud Cambodian American, I carry the strength and traditions of my family, who came to the U.S. as refugees in the early 1980s after surviving the Khmer Rouge. With little more than the clothes on our backs, we brought with us a deep cultural heritage—colorful festival dances, vibrant music, and food that tells stories of resilience and joy. The Khmer community continues to help shape the cultural tapestry of Southern California.

For nearly 20 years, I’ve served the City of Los Angeles as a Police Service Representative III. I’m proud to help build stronger, more respectful connections with the diverse communities we serve every day.

Outside of work, my greatest joy is my family. My husband of 9 years, Nnamdi, is our steady rock—leading with love, patience, and calm in the middle of life’s chaos. Our children, Kosi and Naya, light up our world. Kosi is our thoughtful math whiz, and Naya brings boundless creativity and energy that keeps us all on our toes. Whether we’re chasing sunsets across the world or trying a new local dish, every day with them is full of love, laughter, and adventure.”

In celebration of heritage month, meet one of our newest Police Service Representatives.

“My name is Taylor Yamaguchi, and this is my first year working as a Police Service Representative with the LAPD. In the short time I’ve been here, I can proudly say this has been one of the most rewarding experiences of my life. I’ve met so many incredible people who all share a common passion for serving the great city of Los Angeles and its communities.

As a third-generation Japanese American, working near Little Tokyo has allowed me to stay closely connected to my roots. Whether it’s the delicious food, the vibrant murals, or the deep sense of history, I’m constantly reminded of my culture and heritage.

Asian American and Pacific Islander Heritage Month is a powerful reminder of the sacrifices and achievements of those who came before us. It’s because of their hard work and resilience that I have the opportunities I do today. Their legacy inspires me to keep pushing forward—so that future generations can thrive and continue building on the foundation they’ve laid.”

Celebrating AAPI Heritage Month

“My name is David Kwon, and I’ve proudly served the City of Los Angeles for over 29 years as a Police Service Representative with the LAPD. Promoted to Senior PSR I in 2018, I’ve dedicated nearly three decades to public safety, working alongside my Communications Division family to support our vibrant and diverse city.

As a proud American Asian, it’s been an honor to serve communities across Los Angeles—from Chinatown and Little Tokyo to Koreatown and beyond. I take great pride in the cultural richness that makes our city so special.

Outside of work, I’m a proud husband and father of two amazing children. My wife and I, married for 30 wonderful years, love cooking together—especially Asian, Mexican, and Italian dishes—and exploring new cultures and cuisines whenever we travel. We look forward to continuing those adventures in retirement.

This AAPI Heritage Month, I reflect with gratitude on the contributions of the AAPI community, and I’m proud to be part of a legacy that values service, culture, and unity.”

Our Story

Communications Division (CD) serves as a support entity for the entire Los Angeles Police Department. CD's Metropolitan and Valley Dispatch Centers are the Primary Public Safety Answering Point (PSAP) for the City of Los Angeles and the Emergency Communications Center for the Los Angeles Police Department (LAPD). CD has the responsibility to answer all incoming 9-1-1 phone calls and text messages, as well as non-emergency police-related phone calls 24/7/365. When a 9-1-1 call or text message for the Los Angeles Fire Department is received, the caller is connected with the Fire Department, which serves as the City’s Secondary PSAP.

CD also provides dispatching service for all 21 Area Police Stations, 4 Traffic Divisions, Metropolitan Division, Security Services Division, Transit Services Division, and a variety of specialized units/divisions throughout the Department. We provide Tactical Dispatch support to field operations for pre-planned and spontaneous events . CD also operates the LAPD Department Operations Center.

CD is the largest command within the Los Angeles Police Department, deploying nearly 650 civilian and sworn personnel. We work in concert with the LAFD, as well as the Los Angeles Airport Police, Los Angeles Port Police, Los Angeles Park Rangers and Department of Transportation to provide public safety communications services for a population of over 4 million residents.
