Mayor Karen Bass has issued Executive Directive 20 to expand access to quality jobs for formerly incarcerated Angelenos—strengthening pathways to employment through improved hiring practices, stronger partnerships, and targeted workforce support. By leveraging city hiring, contracting, and procurement, this directive connects justice-impacted individuals to real opportunities that promote stability, reduce recidivism, and support long-term success.
Mayor Bass signed the directive at the WorkSource Center operated by Coalition for Responsible Community Development, highlighting the critical role community-based workforce providers play in connecting Angelenos to employment and support services. During the event, a CRCD graffiti abatement supervisor Timothy Breveard also shared what this initiative means to him—reflecting on his personal journey with CRCD and the impact that access to opportunity has had on rebuilding his life.
“People returning home after incarceration deserve a real chance to rebuild their lives with dignity, stability, and support. At the Coalition for Responsible Community Development, we see every day that access to housing, workforce training, and trusted community-based services can make a lasting difference for individuals, families, and neighborhoods. We are proud to support the National Reentry Week legislative package and efforts that help create stronger pathways to opportunity for people returning to their communities,” said Mark Wilson, President & CEO of Coalition for Responsible Community Development.
The directive builds on existing efforts like the First Source Hiring Ordinance and Fair Chance Hiring Ordinance, while introducing new measures to increase employer participation, expand outreach, and enhance coordination across workforce systems.
