Neighborhood Conservation

Neighborhood Conservation The Neighborhood Conservation effort is a collaboration with the community to identify zoning solutions that minimize out-of-scale development in the City.

The Department of City Planning is pleased to announce the kick-off of the Neighborhood Conservation Initiative, a focused work program tasked with identifying and protecting the character-defining features of Los Angeles’ unique residential neighborhoods. The Neighborhood Conservation Initiative will address the foremost issues confronting single-family neighborhoods by working with communities t

o develop the following:

- An amendment to the single-family zones
(Baseline Mansionization and Baseline Hillside
Ordinances) across the City.

- A menu of new zoning options.

- A proposal to apply new, tailored zones and
Historic Preservation Overlay Zones (HPOZs)
in select, neighborhoods identified in the
Interim Control Ordinance (ICO). These new zoning tools will replace the Interim Control Ordinances (ICOs) adopted earlier in 2015. These ordinances were meant to provide immediate relief from demolitions and the development of out-of-scale development activity in areas experiencing significant change, providing time for the department to craft permanent development regulations in these neighborhoods. The ultimate goal of the Neighborhood Conservation Initiative is to deliver permanent zoning solutions that minimize out-of-scale development across the City.

On Friday, March 17, 2017 the following Neighborhood Conservation Initiatives went into effect:

1. Baseline Mansionization/Baseline Hillside Ordinance Code Amendment (CF 14-0656) that modifies Single-Family Zones (RA, RE, RS, R1) and Single-Family Zone Hillside Area Regulations,

2. R1 Variation Zones and Rear Detached Garage Supplemental Use District (SUD) Code Amendment (CF 16-1460) that adds more tailored subsets of the R1 Zone and a Rear Detached Garage SUD to the Code, and

3. Neighborhood Conservation Zone Changes (CF 16-1470) that applies the R1 Variation Zones and/or Rear Detached Garage SUD to a number of single-family neighborhoods.

On Wednesday, March 1, 2017, the City Council will hold a Special Meeting to consider the Neighborhood Conservation ordinances. These include the: Baseline Mansionization/Baseline Hillside Ordinance Code Amendment (CF 14-0656), R1 Variation Zones Code Amendment (CF 16-1460), and the Neighborhood Conservation Zone Changes (CF 16-1470).

-Neighborhood Conservation Zone Changes (CF 16-1470) that would apply the R1 Variation Zones to a number of single-family neighborhoods.

Happy Turkey Week! The City Planning Commission (CPC) heard from the Oaks of Los Feliz, Faircrest Heights, Picfair Village, Wilshire Vista, Crestview, Larchmont Heights, La Brea Hancock, South Hollywood, Mar Vista, Kentwood, Pacific Palisades, and Beverlywood communities at the October 13, 2016 and November 10, 2016 CPC meetings.

The City Planning Commission will now hear feedback from the East Venice, Inner Council District 5, Lower Council District 5 and Fairfax communities on December 8, 2016. If you haven't checked the Neighborhood Conservation website lately the recommendation report for the Faircrest Heights, Crestivew, Picfair Village, Wilshire Vista, South Hollywood, La Brea Hancock, Larchmont Heights and Oaks of Los Feliz neighborhoods is posted at http://preservation.lacity.org/http%3A/preservation.lacity.org/neighborhoodconservation/updates.

Happy Tuesday! Just a reminder, today, Tuesday, September 20 at the Henry Medina Building located at 11214 Exposition Blvd. Los Angeles, CA 90064 is the public hearing for the Lower Council District 5, Inner Council District 5, Beverlywood, and Fairfax neighborhoods. The open house portion of the meeting is set to start at 5:30 p.m., presentation at 6 p.m. and the hearing portion to start at 6:30 p.m.

Getting there:
Transit - The nearby stops include the Expo/Sepulveda Station and bus lines 17, 234, 734 and 788.
Parking - There is limited parking. There is street parking and parking at the Metro Parking Structure located behind the Henry Medina Building on Exposition Blvd, west of Sepulveda. The entrance to the Metro Parking Structure is immediately next to the Post Office.

The week isn't over yet! Today, Wednesday, August 31, at the Fire Station 82 Annex (1800 N. Bronson Ave. Los Angeles, CA 90028), is the public hearing regarding the D-Limitation for the Oaks of Los Feliz neighborhood. The Open House portion of the hearing is set to start at 5:30 p.m., 6 p.m. for the Presentation and 6:30 p.m. for the Hearing.
