City of Los Angeles Department of Cannabis Regulation The City of Los Angeles Department of Cannabis Regulation (DCR). Established 2017.

The Department of Cannabis Regulation (DCR) is responsible for administering the commercial cannabis licensing and regulatory program established by the Los Angeles City Council. Specifically, DCR processes all applications for commercial cannabis licenses in the City of Los Angeles, makes licensing decisions or licensing recommendations to the Cannabis Regulation Commission, and regulates the operations of licensed commercial cannabis businesses in the City.

It's Pride Month and DCR remembers the activists that raised much needed awareness of the compassionate use of cannabis. Because of people like Brownie Mary and Dennis Peron and their work with AIDS and cancer patients, California was the first state to pass a law for medicinal cannabis.

Part four of our state legislative series focuses on AB-2420 Cannabis: Donations & Seniors. Under current state law, licensed retailers can only give free cannabis to medicinal cannabis patients under certain conditions. This bill, if passed, would permit retailers to also donate to individuals 65 years of age and older, and exempt the donations from the state excise tax for five years.

This bill was set for its first hearing on April 13, but was canceled at the request of the bill’s author. To date, no other hearing has been scheduled. Since Friday, May 29, is the last day for each chamber of the State legislature to pass bills introduced in their respective houses, if AB-2420 does not progress, it will not continue through the legislative session.

Today's DCR’s State legislative series covers AB-1826 Cannabis: recall, embargo, and destruction of cannabis and cannabis products.

This bill concerns the process in which the Department of Cannabis Control (DCC) issues mandatory recalls of misbranded or adulterated products. Specifically, it would require the DCC to provide greater evidence of cause to destroy or issue product embargos and require DCC to give licensees an opportunity for an informal hearing to discuss the violation before a final decision is made.

This bill is scheduled to be heard in the Assembly Appropriations Committee today, May 13. If approved, it will need to pass on the full Assembly Floor before it can repeat the legislative process in the Senate.

For part two of our state legislative series, we’re covering two bills related to cannabis labels, packaging, and manufacturing. First, AB-2249, a bill that would require the Department of Cannabis Control (DCC) to create a standardized rubric for determining whether the packaging of cannabis products are attractive to children. And second, AB-2532, a bill that would require cannabis edibles and beverage labels to include the toll-free number for the national poison control helpline, and require beverage containers that have more than one serving to be clear or semitransparent with lines marking individual serving or portion sizes based on the liquid in the container.

As of May 6, AB-2249 was referred to the Assembly Appropriations suspense file, while AB-2532 has passed in policy and fiscal committees and now must undergo a vote on the Assembly floor before repeating the legislative process in the Senate.
