We’re one step closer to the Governor’s desk.

Every step brings over 40,000 H-2A farmworkers in California closer to real protections:

Sunita Jain Anti-Trafficking Initiative Stands in Solidarity!

The Supreme Court's decision allowing racial profiling during immigration raids puts vulnerable communities at greater risk of trafficking. Immigrants, especially those from marginalized groups, will now be even more afraid to seek help from authorities, fearing they may be targeted because of their race. This fear creates a perfect environment for traffickers to exploit, knowing that victims are less likely to report abuse. The ruling further isolates these communities, cutting off support and allowing traffickers to operate unchecked. By legitimizing racial profiling, the Court’s decision makes it even harder for victims to escape and find safety.

Sadly, AB 381 didn’t pass this year, but we are incredibly grateful to Assemblymember Stefani for her leadership and unwavering commitment to fighting for trafficked workers in global supply chains.

"While human trafficking and forced labor are technically illegal, California’s existing procurement laws are outdated and toothless."

Featured in the Fresno Beee: U.S. Ambassadors are calling on Fresno leaders, community members, and advocates to support AB 381 — a critical bill that would align California law with federal standards to combat forced labor, particularly in the state’s largest industry: agriculture. The legislation is designed to:

✅ Creates clear definitions of what constitutes human trafficking and/or forced labor, recruitment fees (often used to entrap workers in forced labor), and who qualifies as a subcontractor. While California currently prohibits human trafficking, forced labor, and child labor the state has not provided any additional guidance to companies or California procurement agencies on how to prevent these abuses from occurring.

✅ Provides further guidance on prohibited actions that involve fraud and misrepresentation for government solicitations and contracts including failing to provide key terms of employment in a worker’s native language, charging recruitment

✅ Requires a California government contractor to certify a compliance plan for itself and all its subcontractors.

✅ Details actions companies must take if they identify potential human trafficking, forced labor or child labor issues in their supply chains.

📣 New Op-Ed: “To Fight Trafficking, California Must Start at the Beginning”

Joe Martinez of has seen firsthand how foreign labor recruiters exploit workers before they ever arrive in California. Some are charged up to $10,000 just for a legal job—and many start work already trapped in debt.

In a new op-ed, he urges CA leaders to pass and finally hold recruiters accountable.
