RESOLUTION 129-26 Sponsored by: Shannon Treynor A resolution amending Resolution 179-25 establishing a blanket and super blanket purchase order amount limit as required by ORC 5705.41 (D) (3)

RESOLUTION 132-26 Sponsored by: Lisa Jackman A resolution revising job descriptions. The Street Department is in need of revising several job descriptions.

If you’ve ever looked at a City Council agenda or checked a public notice, you’ve probably seen numbers like Ordinance 102-26 or Resolution 157-26 and wondered how that shorthand works.
It’s actually a straightforward system that makes it easy for any resident to track local laws, budgets, and decisions! Here is how to decode those legislation numbers:

The Coding System 🔢 Every piece of legislation gets a unique three-digit number followed by a dash and the year.
• The First Number (e.g., 102): This is the order in which the item was introduced during the current year. "102" means it is the 2nd piece of legislation brought before Council since January. London starts with 101 as #1, and the number goes up from there.
• The Second Number (e.g., -26): This represents the calendar year. So, any item ending in -26 was introduced during 2026.

Ordinance vs. Resolution: What’s the difference? ⚖️
As you look down the agenda, you'll see items split into two categories:
• Ordinance: This is a formal local law that permanently regulates people or property, or authorizes major city spending, or items that require a ballot vote.
• Resolution: This is a statement of policy, Council actions, or a temporary directive such as authorizing the administration to apply for a grant or formally honoring a community milestone.

Knowing this layout makes navigating our city records easier. If you are following a project or a budget item, that [Number]-[Year] code allows you to search past minutes, track amendments, and see exactly when and how a decision was finalized.

🏛️ Civic Tip Tuesday: The City’s Obligation to Fiscal Accountability

Over the last few weeks, we’ve shared tips on what residents can do to keep our community running smoothly. This week, we want to look at a major, mandatory obligation the city must fulfill for you.
It is our legal and financial duty to undergo an independent Annual Financial Audit conducted by the Auditor of State’s office.

📋 The city doesn't grade its own paperwork. Every year, independent state auditors review London’s financial statements, internal controls, expenditures, and tracking methods. This rigorous process ensures that every single dollar of taxpayer revenue is legally accounted for, properly invested, and spent exactly as authorized.

What the Audit Looks For: 🔍
