๐‘น๐’๐’„๐’Œ๐’ƒ๐’“๐’Š๐’…๐’ˆ๐’†, ๐‘ถ๐’‰๐’Š๐’ โ€” Authorities investigating a structure fire that occurred at a residence located at 11189 State Route 374, Rockbridge, Ohio.

On June 28, 2025, at approximately 6:12 p.m., patrol deputies responded to a reported structure fire at the above location. Due to circumstances observed at the scene, the incident was determined to warrant further investigation.

Deputies made contact with family members, who reported they had been unable to reach the homeowner, Rachelle Eshleman, since the afternoon of Thursday, June 26, 2025. Family members went to the residence to check on her welfare and observed multiple vehicles blocking the driveway. While approaching the residence on foot, they detected the odor of smoke. Upon further inspection, potential human remains were observed inside the structure, prompting an immediate call to authorities.

Information obtained during the initial investigation indicated that Rachelle Eshleman had last been caring for her six-year-old child prior to the fire. At this time, the whereabouts of both individuals have not been confirmed. During the investigation, it was discovered that Rachelleโ€™s husband, Dan, and her oldest son were in another state, several hours away, at the time of the incident. Law Enforcement also confirmed that Rachelle and her six-year-old son had traveled to the City of Logan in the early afternoon of June 26th.

The Hocking County Sheriffโ€™s Office, Hocking County Coronerโ€™s Office, and the Ohio State Fire Marshalโ€™s Office responded and assumed investigative responsibilities. Due to the nature of the scene and the ongoing effort to determine cause and circumstances, the Ohio Bureau of Criminal Investigation (BCI) was requested on June 29, 2025, to provide additional documentation and investigative assistance.

The Hocking County Coroner submitted the remains that were located within the residence to the Montgomery County Coronerโ€™s Office for autopsy along with samples to the Ohio BCI Lab in an attempt to obtain a DNA profiles for identification. However, due to the condition of the remains, Ohio BCI was not able to obtain DNA profiles using different advanced methods. The remains were then submitted to the Injury Biomechanics Research Center at The Ohio State University for forensic anthropological analyses. Additional methods of identification, utilizing dental remains, performed by the Chief Forensic Dentist at the Montgomery County Coronerโ€™s Office, were inconclusive. However, Forensic Anthropology at OSU concluded that the remains were consistent with a 45-year-old adult and a 6-year-old child.

The Hocking County Sheriffโ€™s Office, along with the Ohio BCI, conducted a thorough investigation in order to gain more information about the incident. However, due to the lack of physical evidence; Detectives utilized digital data to gather information. The Ohio State Fire Marshalโ€™s Office ruled that the cause of the fire is undetermined.

After gathering the information, the Hocking County Coroner ruled the cause of death and manner was undetermined. The Hocking County Sheriffโ€™s Office has also considered the information gathered and closed its case at this time.

Consumers can discharge fireworks on their own property or on another personโ€™s property if the owner of that property has given express permission for fireworks to be discharged on their property.
CAUTION: Local political subdivisions may ban fireworks or restrict the dates and times that fireworks can be used.

Even though state law allows consumers to discharge 1.4G fireworks on the above dates and times, political subdivisions (villages, cities, townships, or counties) can ban the use of fireworks within their boundaries. They can also restrict the dates and/or times that fireworks can be used by consumers within their boundaries.

If a political subdivision takes such action, the local law controls in that area. So, consumers should check their local laws to make sure consumer discharge of fireworks is legal in their area.

Ohio Revised Code (R.C.)ยง 3743.45 (as effective July 1, 2022) and Ohio Fire Code (OFC) ยง 5626 (effective July 3, 2022) apply and can be read in their entirety via the links provided and attached document. Relevant OFC provisions outline how 1.4G consumer fireworks must be used and stored by consumers. Some provisions in the rules include:
โ€ข No person under the age of 18 is permitted to handle or discharge fireworks.
โ€ข Persons under the age of 18 cannot be within 150 feet of the discharge point of aerial fireworks.
โ€ข Aerial devices cannot be discharged within 150 feet of spectators (this includes aerial shells, roman candles, cakes, and bottle rockets).
โ€ข Non-aerial devices cannot be discharged within 50 feet of spectators (this includes fountains, firecrackers, and ground effect devices).
Note: These separation distances โ€“ for both aerial and non-aerial devices โ€“ are increased for certain types of locations such as hospitals, schools, healthcare and residential facilities, apartment and multi-tenant buildings, military installations, and railroads.
โ€ข No person can store in excess of 125 pounds (net weight of pyrotechnic composition) of fireworks unless they have additional safety measures and safeguards in place for such storage.
โ€ข Fireworks cannot be discharged indoors.
โ€ข Fireworks cannot be aimed at or discharged toward any person or object (such as buildings).
โ€ข Fireworks cannot be discharged on public property or private school property.
โ€ข Fireworks cannot be discharged if drought conditions exist or in an area where a red flag warning is in place or other weather hazards exist.
โ€ข Fireworks cannot be discharged within 150 feet of property housing livestock unless a 5-day advance written notice is provided to the owner of the property where the livestock is housed.
In addition, relevant R.C. provisions state that no person can use fireworks while in possession or control of, or under the influence of, any intoxicating liquor, beer, or controlled substance. A person who violates this is guilty of a first-degree misdemeanor.

Fireworks are extremely dangerous โ€“ so, please be safe and follow basic safety protocols. Each year, thousands of people are injured in fireworks-related incidents, and sadly, many die as a result. In addition, fireworks start an average of 18,500 fires each year, resulting in extensive damage to structures, vehicles, and property. The Consumer Product Safety Commission offers the following guidelines for safety:
โ€ข Never allow young children to handle fireworks.
โ€ข Anyone using fireworks or standing nearby should wear protective eyewear.
โ€ข Never hold lit fireworks in your hands.
โ€ข Never light fireworks indoors.
โ€ข Only use fireworks away from people, houses, and flammable material.
โ€ข Do not try to relight or handle malfunctioning fireworks.
โ€ข Soak both spent and unused fireworks in water for a few hours before discarding.
โ€ข Keep water or a fire extinguisher nearby to fully douse fireworks that don't discharge or in case of fire.

In remembrance of those who sacrificed their lives in the line of duty protecting us and serving our community.

Three from Hocking County to be remembered, who committed their lives serving our citizens in the line of duty are:

April 15, 1963: Hocking County Sheriff's Deputy William Woodgeard was killed in an automobile accident at SR 216 and SR 78 while responding to set up a roadblock to assist in a pursuit that was heading towards Hocking County. He lost control of his cruiser while rounding a curve and struck several trees. Deputy Woodgeard was survived by his wife, daughter, two sons, grandchild, four brothers, and two sisters.

February 6, 1972: Ohio State Highway Patrolman Carl "Shorty" Thrush was killed in an automobile accident on State Route 93 in Vinton County when his patrol car struck an ice patch, hit another car head-on, and went over an embankment. He was on his way to a traffic accident on Route 160 when the accident occurred. He was stationed at the Athens Post at the time of the incident. Patrolman Thrush was survived by his wife and two sons.

On Aug. 3, 2021, Officer Dawley, 43, died in a three-vehicle crash while responding to a report of gunfire. He was well-known around his hometown for his selflessness, humor, and sense of justice. The seven-year veteran of the department and second-most-senior officer loved his job and was looking forward to a possible promotion to sergeant. Newly remarried, he left behind his wife and seven children.

Please remember not only these officers, but their families as well.
