🚨 CALL TO ACTION: THE TIME IS NOW 🚨
Fire departments, emergency service organizations, and other eligible nonprofits across the Commonwealth are being impacted by outdated Small Games of Chance laws in Pennsylvania.
Here at the Good Intent, the Pennsylvania Liquor Control Enforcement Bureau has found us in violation simply because we did not have a **paper ticket and cash payment**—requirements that don't reflect how fundraising operates in today's world.
This isn't just about the Good Intent. This affects eligible nonprofits across Pennsylvania.**
The Pennsylvania Senate has already taken a step toward addressing this issue. We recognize that the Small Games of Chance Act needs a much more comprehensive overhaul, but one important piece of legislation could provide a critical short-term solution.
**SB 416**, championed by Senator Devlin Robinson of Allegheny County, passed the Pennsylvania Senate unanimously and with bipartisan support. Unfortunately, after being sent to the House, it was referred to the Gaming Oversight Committee, where it has remained without action, alongside its House companion, HB 107.
The Pennsylvania House returns to session on September 9th—and there are only 11 session days remaining before the end of the session.

Tell them:
➡️ SB 416 needs to receive immediate consideration.
➡️ Eligible nonprofits across Pennsylvania need these outdated provisions addressed.
➡️ The House needs to bring this legislation to the floor and give it a vote.
I have been informed that the House Gaming Oversight Committee has indicated they have not heard from constituents asking for this legislation to move forward.
That cannot be allowed to be the reason this legislation sits on the shelf.
Fire companies.
Ambulance services.
Rescue squads.
Veterans organizations.
Community nonprofits.
Organizations that depend on fundraising to serve their communities.
This is our opportunity to speak up.
Government funding continues to become more difficult to secure, while the cost of operating emergency services and nonprofits continues to rise. Our organizations need fundraising laws that reflect the realities of **2026—not 1980.**
We know SB 416 isn't the complete answer. The Small Games of Chance Act deserves a comprehensive review and modernization.
But SB 416 is a step in the right direction.
With only 11 session days remaining, we cannot wait.
