Public Assistance Requested Locating Wanted Felon

On June 1, 2026, investigators and patrol officers with the Livingston Police Department executed a search warrant at a room at Motel 6 in Livingston. During the search, officers found suspected methamphetamine, fentanyl, he**in, and two pistols.

The suspect, 39 year old Richard Edward Staires of Livingston, was not located during the ex*****on of the search warrant. As a result, LPD has obtained five felony warrants for Staires. The warrants include three counts of Manufacture/Deliver a Controlled Substance and two counts of Unlawful Possession of a Firearm by a Felon.

One Arrested Following Vehicle Pursuit

On June 2, 2026, an LPD night shift sergeant attempted to stop a car on Pan American Dr. The driver, identified as 40 year old Scott Randall of Cleveland Texas, refused to stop and fled from officers.

Randall led officers to US Highway 59 and continued fleeing at high speeds into San Jacinto County. Deputies and troopers from several agencies joined the pursuit. Randall eventually realized he wasn’t getting away, and stopped. Randall was taken into custody without incident for Evading Arrest/Detention with a Motor Vehicle.

During the investigation, officers found crack co***ne in his possession. Officers also learned that Randall had two active warrants from Montgomery County for Theft of Property.

The Livingston Police Department would like to thank the Polk County Sheriff's Office TX, Sheriff Byron Lyons, the San Jacinto County Sheriff’s Office - Sheriff Sam Houston , and the Texas Department of Public Safety - Southeast Texas Region for their assistance during this incident.

Four Arrested After Drug Investigation

On May 28th, 2026, a Livingston police officer observed a suspected drug transaction involving 63 year old John Way of Livingston, Texas, and 51 year old Kenneth Thompson of Kyle, Texas, in the Walmart parking lot. The officer believed a drug deal was taking place and attempted to contact the two men, but they both tried to flee.

John attempted to drive away in a truck but was quickly taken into custody. Thompson ran through the parking lot on foot and was also quickly captured. Officers later found methamphetamine that appeared to have been recently packaged, along with a scale commonly used in distributing narcotics.

As part of a larger investigation, an LPD tactical team later executed a search warrant at John’s home on Castlewood Dr in Livingston. Inside the home, officers found two more men: 30 year old Kyle Way of Livingston and 51 year old William Stewart of Livingston.

During the search, officers found methamphetamine, items commonly used in the distribution of narcotics, and six fi****ms. One of the fi****ms had been reported stolen from Nacogdoches County.

The following charges resulted from the two incidents:

John Way:
-Unlawful Possession of Firearm by Felon-Third Degree Felony (6 counts)
-Manufacture/Deliver Controlled Substance 4-200 Grams-First Degree Felony (2 Counts)
-Evading Arrest/Detention with a Vehicle-Third Degree Felony
-Theft of Firearm-State Jail Felony

Kenneth Thompson:
-Possession of Controlled Substance 4-200 Grams-Second Degree Felony
-Evading Arrest/Detention with Previous Conviction-State Jail Felony
-Parole Violation (Warrant)

Kyle Way:
-Manufacture/Deliver Controlled Substance 4-200 Grams-First Degree Felony

William Stewart:
-Manufacture/Deliver Controlled Substance 4-200 Grams-First Degree Felony

M**h Seizure On US 59

Earlier today, officers conducted a traffic stop on US 59 North and requested assistance from the Polk County Sheriff's Office TX, Sheriff Byron Lyons K9 Unit. During the stop, the K9 alerted on the vehicle, leading officers to find around 170 grams (6 ounces) of methamphetamine inside the car.

50 year old Rickey Marine of Longview TX, was arrested and charged with Manufacture/Delivery of a Controlled Substance.
