Amount: Total LCDBG-CV funds being requested are $952,500.00

encouraged to submit their views and proposals by Thursday, June 10, 2021 by 3 p.m. to the Livingston Parish Grants Office at the following address:

DID YOU KNOW?

When an accident damages parish infrastructure, Livingston Parish DPW crews are often called out to help make the area safe for motorists and restore damaged roadways.

Recently, a fuel tanker truck left the roadway and overturned in a ditch after attempting to avoid another vehicle. While emergency responders and other agencies handled the accident itself, Livingston Parish DPW crews were called in to repair damage to the roadway shoulder caused by the incident.

Damaged shoulders can create additional hazards for drivers, especially at night or during wet weather. By responding quickly, our crews were able to restore the shoulder and help ensure the roadway remained safe for the traveling public.

It's another example of the work our DPW employees perform every day behind the scenes. From maintaining roads and drainage systems to responding after storms, accidents, and emergencies, these crews help keep Livingston Parish moving.
We appreciate the hard work and dedication of our Public Works employees who continue serving the residents of Livingston Parish every day.

BURGESS ROAD BRIDGE UPDATE

I want to share a direct update with residents on the Burgess Road Bridge project because I know the delay has caused real frustration for the people who travel this area every day.

Yesterday, members of our administration, parish staff, engineers, DOTD representatives, legal counsel, and project representatives met both on site and in the office to review the status of the project, discuss remaining work, and evaluate all available options for moving this project toward completion.

The current focus remains on the south side bridge approach. While progress has been made, wet soil conditions have continued to slow the work needed to prepare the roadway base for the remaining phases of construction. Last month was one of the wettest Mays on record in our area, but that is not an excuse. Our responsibility is to keep pushing, keep working the problem, and get this project completed.

As part of those discussions, we worked with the contractor on a plan to accelerate progress moving forward. Starting Tuesday the contractor will excavate unsuitable material and instal limestone on the south side approach. This is an important step because once the limestone base is in place, future rainfall will have significantly less impact on construction progress than exposed soil conditions. In other words, this approach allows work to continue moving even if additional rain occurs.

I want residents to know this: parish government, DOTD, our engineers, our legal team, and the contractor are actively engaged and working together to move this project forward. We understand the inconvenience this closure has created, and we are committed to seeing this bridge finished and reopened.

Our goal is to have the bridge open to traffic in June, and we will continue doing everything within our authority to see that through.

The people of this area have waited long enough. We remain committed to seeing this project completed, reopening this roadway, and delivering the infrastructure our residents deserve.

We appreciate the public's patience, and we will continue keeping residents updated as this project moves toward completion.

Thank you to the Livingston Parish Republican Women for stepping up and supporting the new Livingston Parish Animal Shelter.

Because of their generosity and the generosity of everyone who donated, our shelter received much-needed supplies that will help care for the animals currently in our care.

A bag of food helps feed an animal.

A blanket or towel gives comfort.

Cleaning supplies help keep the shelter safe and healthy.

Every donation makes a difference.

We were also glad to have Livingston Parish Animal Shelter Director Amanda Forde there to accept the donations and share more about the work being done at the shelter.

We are grateful for community groups like LPRW who see a need and take action. Their support is another reminder that building a successful shelter takes more than government alone. It takes volunteers, donors, rescue partners, businesses, civic groups, and residents working together.
We encourage other community organizations, churches, businesses, school groups, and residents to consider doing the same. Donations can also be dropped off at the Livingston Parish Animal Shelter during regular open hours.

Items currently needed include dog food, cat food, towels, sheets, blankets, chew toys, cleaning supplies, leashes, collars, bowls, paper towels, laundry detergent, disinfecting wipes, and other pet supplies.

Thank you again to everyone who continues helping us build a shelter that reflects the heart of Livingston Parish.

BETTER ROADS PROGRAM PROJECT 26-1 UPDATE 🚧

One of the goals of the Better Roads Program is not just to improve roads today, but to make investments that will serve Livingston Parish for decades to come.

As work continues on Project 26-1, crews are currently focused on replacing cross drains throughout the project area. To date, cross drain replacements have been completed on Suma Hill Road, Arizona Street, Colorado Street, Cade Lane, and Bridges Road. Crews are currently working on Lee Martin Road, with Red Oak Road scheduled next.

One question residents often ask is why these drainage improvements are being completed before roadway work begins.

The answer is simple: a road is only as good as the foundation and drainage beneath it.

As part of this project, Livingston Parish is installing concrete pipe in place of older drainage infrastructure. While concrete pipe requires more time and effort to install, it provides a longer service life, greater durability, and improved long-term performance compared to traditional metal pipe. These improvements help reduce future maintenance needs and better protect the roadway investment being made through this program.

This work may not always be the most visible part of a road project, but it is one of the most important. Proper drainage helps extend the life of the roadway, improve water flow, and create a stronger foundation for years to come.

The Better Roads Program is about more than resurfacing roads. It's about building infrastructure that lasts and making smart investments that benefit Livingston Parish for generations.

🥁🐾 May Shelter Numbers... Drumroll Please! 🐾🥁
During the month of May, our shelter welcomed 178 dogs through our doors. While that's a large number, we're proud of the positive outcomes we were able to achieve together!
❤️ 42 dogs found loving homes through adoption 🏠 17 dogs were reunited with their owners 🤝 32 dogs found safety and second chances through our rescue partners
Every adoption, reunion, rescue placement, donation, share, volunteer hour, and act of support helps make these successes possible, and we are incredibly grateful to everyone who played a part.
But our work is far from over.
While we're celebrating these happy endings, we still have so many beautiful babies waiting patiently for their turn. Puppies, adults, seniors, big dogs, little dogs—each one deserving of a family to call their own. Some have been overlooked for weeks or even months despite being wonderful companions.
If you've been thinking about adding a furry family member, now is the perfect time to visit. Your best friend may be waiting right here at the shelter. ❤️🐶

Thank you to the Livingston Parish Republican Women for stepping up once again and showing what community service looks like in Livingston Parish.

This Wednesday, June 3 at 11:30 a.m., LPRW will be collecting donations during their meeting at Duke’s Restaurant to support our new Livingston Parish Animal Shelter and the animals currently in our care.

As many of you know, opening this new animal shelter was an important step forward for Livingston Parish. It gives our parish a better, safer, and more responsible way to care for stray, abandoned, and surrendered animals while also helping relieve pressure from other agencies that have carried this burden for many years.

But a shelter does not run on bricks and walls alone. It takes people. It takes volunteers. It takes supplies. It takes a community willing to help.

LPRW is asking for donations of:

Dog food, cat food, towels, sheets, blankets, chew toys, cleaning supplies, leashes, collars, bowls, paper towels, laundry detergent, disinfecting wipes, and other pet supplies.

Every donation matters. A bag of food helps feed an animal. A towel or blanket gives comfort. A toy helps reduce stress. Cleaning supplies help keep the shelter safe and healthy for the animals and staff.

I want to personally thank the Livingston Parish Republican Women for their generosity, leadership, and continued commitment to our parish. Groups like LPRW remind us that public service is not just about government. It is about neighbors helping neighbors, and in this case, helping animals that cannot speak for themselves.

I also want to thank our shelter staff, parish employees, volunteers, rescue partners, veterinarians, donors, and everyone who has supported this effort from the beginning. Your work and compassion are making a real difference.

IMPORTANT BETTER ROADS PROGRAM UPDATE FOR LIVINGSTON PARISH

Promises Made. Promises Kept.

When I asked the people of Livingston Parish to trust me with the office of Parish President, I made a commitment that we would make historic investments in our roads and infrastructure. Not with talk. Not with studies that sit on a shelf, With real projects that improve the daily lives of our residents.

Today, I am excited to share that the Better Roads Program continues to gain momentum and construction is officially underway.

Project 26-1 is now under construction, with crews mobilized and work beginning on roads included in this phase of the program.

Project 26-2 has been awarded, and a pre-construction meeting is scheduled for Monday. Once that meeting is complete, we expect to receive a construction schedule and will immediately share that information with residents.

Project 26-3 is scheduled for bid opening next Thursday and will then move forward for Parish Council consideration.

Project 26-4 is currently out for bid as we continue advancing projects through the engineering, bidding, and construction process.

I know that sometimes residents ask, “Why does it take so long before we actually see construction begin?”

That’s a fair question.

The truth is that every road project starts long before the first dump truck arrives. Engineering, surveying, drainage evaluations, utility coordination, environmental reviews, right-of-way considerations, bidding requirements, and contract approvals all take place before construction can begin. While that process may not always be visible, it is necessary to ensure projects are done correctly and taxpayer dollars are protected.

The good news is that many of those steps are now behind us on multiple projects, and residents will begin seeing more and more activity throughout the parish.

By the end of 2027, the Better Roads Program is expected to improve approximately 140 miles of parish-maintained roads through reconstruction, base stabilization, drainage improvements, and resurfacing.

This program is about more than asphalt.

It’s about helping a young family get to work safely each morning.

It’s about reducing wear and tear on your vehicle.

It’s about improving drainage alongside our roadways.

It’s about making Livingston Parish a better place to live, work, and raise a family.

For years, residents have told me the same thing:

“Fix the roads.”

We listened.

We are doing exactly that.

As your Parish President, I believe transparency matters. You deserve to know where projects stand, where your tax dollars are being invested, and what comes next. That’s why I will continue providing regular updates as projects move through every phase of construction.

In the coming weeks, I’ll also begin highlighting individual projects from around the parish and sharing construction photos so you can see the progress for yourself.

We still have a lot of work ahead of us. No one project will solve every road issue in Livingston Parish, but with each project completed, we’re moving closer to the road system our residents deserve.
