UPDATE TO 4/12/26 HOMICIDE:
04/12/2026 at approximately 1350 hours, Livingston Police Officers were dispatched to a report of shots fired at an apartment complex at the 1100 block of Olive Ave. Upon officer’s arrival two subjects were located outside the apartment complex; both subjects suffered from gunshot wounds. A female subject was pronounced deceased on scene. A male subject, JOSE BULMARO PANTALEONRAMIREZ, was airlifted to a local hospital where he was treated for a self-inflicted gunshot wound.

On 5/4/2026 at approximately 1500 hours PANTALEONRAMIREZ was released from the hospital and transported and booked into the Merced County Jail. PANTALEONRAMIREZ was booked into jail on an Arrest Warrant for homicide issued by the Livingston Police Department.

On 04/19/2026 at approximately 1247 hours, Livingston Police Officers were dispatched to the 2100 Block of Alameda Ct. on a call of shots fired. Upon arrival officers located a victim who had suffered multiple gunshot wounds. Despite life-saving efforts, the victim was pronounced deceased at the scene. The male suspect remains outstanding and was last seen possibly W/B through the 1800 block alley of F Street.

One such dedicated professional is Eddie Mulgado, serving in both code enforcement and animal control with the City of Livingston Police Department.

For over three years, Eddie has served the Livingston community with commitment and professionalism. When he first stepped into the role, he brought determination and a willingness to learn, despite having limited prior experience in animal control. Through hands-on work, continuous learning, and real-world challenges, he quickly developed the skills and knowledge necessary to excel in a demanding field.

Eddie’s role goes far beyond responding to animal-related calls. As both a Code Enforcement and Animal Control Officer, he plays a critical part in maintaining public safety, ensuring compliance with local regulations, and protecting the welfare of animals. His work often requires patience, sound judgment, and the ability to navigate complex situations involving both people and pets.
Eddie is also a valued partner in supporting Mission Meow, working collaboratively to help improve outcomes for community cats and the residents who care for them. Through this partnership, he helps connect resources, support humane solutions, and strengthen efforts that benefit both animals and the community as a whole.

What truly sets Eddie apart is the pride he takes in his work. Eddie is known for his kind and approachable nature, always taking the time to listen, educate, and help those in need. Whether handling routine calls or more challenging situations, he approaches each task with responsibility and care. His growth in the field reflects not only his work ethic but also his genuine commitment to serving others.
