This amendment reinforces the principle of federalism—keeping decision-making as close to the people as possible and preventing the concentration of power in any one level of government.

At the League of Women Voters of Pulaski County, we believe that understanding how power is distributed is essential to effective civic engagement.

The Ninth Amendment makes clear that just because a right is not specifically listed in the Constitution does not mean it does not exist. It affirms that people retain other fundamental rights beyond those expressly written in the Bill of Rights.

This amendment underscores a powerful idea: the Constitution protects individual liberty broadly, not narrowly, and limits the government from assuming control over unenumerated rights.

At the League of Women Voters of Pulaski County, we believe understanding the full scope of constitutional rights strengthens democracy.

Liberty is not limited to a list.
