The Licking Police Department will be joining with statewide law enforcement May 18-31, 2026, for a statewide “Click It or Ticket” mobilization to step up enforcement on Missouri’s seat belt law.

More than 5 out of 10 people killed in 2025 Missouri traffic crashes were unbuckled. Even with all the advancements in automobile safety, a seat belt remains a person’s single greatest defense in the event of a crash.

Missouri’s seat belt use has shown improvement in the last five years, but the state remains just below the national average in usage. Missouri has an 88.5 percent seat belt use while the national average is 91.2 (2024) percent. Teens and pick-up truck drivers are among those least likely to buckle up at 74.0 percent and 75.3 percent, respectively.

“Nearly every day someone dies in a Missouri traffic crash because they weren’t buckled up,” said Chief Pat Burton. “We will be pulling out all the stops to help ensure motorists are making the smart decision to buckle up.”

2026 National Police Week

In honor of National Police Week, we invite you to get to know the individuals behind the badge and discover the personalities that make the Licking Police Department such a valued part of our community.

While our officers are dedicated professionals committed to serving and protecting, each is also an individual with unique interests, experiences, and perspectives that shape who they are both in and out of uniform.

Chief Pat Burton’s path to law enforcement was inspired by his aunt, Joann Barnes, whose influence helped guide his decision to wear the blue. His live-by motto - “Anyone wanting to be a leader must first be a servant, if you choose to lead, you must serve,” - has undoubtedly helped shape his successful career in law enforcement.

If Chief Pat Burton’s dream vacation became a reality, he just might be found in Australia - enjoying the great outdoors, traveling, listening to classic country music, and fishing on the continent nestled between the Indian and Pacific Oceans - all things he enjoys doing here in the United States. For Chief Burton, these experiences would only be made better by taking in the scenery from the cockpit while piloting a plane across either continent.

While he may enjoy a good donut, Chief Burton’s breakfast preference is a hearty burrito. He did not say whether the burrito is ever shared with Sadie and Cinch, his trusty Blue Heelers. Mexican food and sushi also rank among his favorites.

Chief Burton says life would be much simpler if everyone would simply love their neighbor.

In honor of National Police Week, we invite you to get to know the individuals behind the badge and discover the personalities that make the Licking Police Department such a valued part of our community.

While our officers are dedicated professionals committed to serving and protecting, each is also an individual with unique interests, experiences, and perspectives that shape who they are both in and out of uniform.

Perhaps Sergeant Brian Allgire’s live-by motto, “Don’t fear the unknown and don’t fear failure,” has been one of the driving forces behind his many interests and accomplishments. From owning and operating a campground in his first job to imagining life as an equipment operator had he not chosen the path of law enforcement. His path into law enforcement was inspired by both his father and stepfather, with his stepfather leaving a particularly lasting impression as the smartest man he’s ever known.

When he is off duty, Sgt. Allgire most enjoys spending time with his children. He recently added a rather unusual new pet to the family – a scorpion named Steve – which may or may not prove to be an effective form of insect control. Even out of uniform, he is likely to be found wearing blue, his favorite color. As a child, his hero was George Washington, a figure whose leadership and resolve still reflect the qualities Sgt. Allgire admires today.

Sgt. Allgire prefers fall to the other seasons and enjoys the authenticity and style of original country music. His dream vacation would be an extended trip to Greece in southeastern Europe. When it comes to food, he keeps it simple and satisfying: burritos for breakfast, and seafood and steak for lunch or dinner.

Sgt. Allgire dislikes a poor attitude and chooses to live life in exactly the opposite way - by embracing challenges, welcoming new experiences, and meeting the unknown head-on.

2026 National Police Week

In honor of National Police Week, we invite you to get to know the individuals behind the badge and discover the personalities that make the Licking Police Department such a valued part of our community.

While our officers are dedicated professionals committed to serving and protecting, each is also an individual with unique interests, experiences, and perspectives that shape who they are both in and out of uniform.

Corporal Kenny Santee’s path into law enforcement began after serving on active duty in the Army as a Cavalry Scout, but the foundation for that path was built much earlier through life experience, strong mentors and the values instilled in him from a young age. His father had a major influence on his sense of right and wrong, and instilled in him a respect for law and order versus anarchy and chaos. As might be expected, Cpl. Santee’s childhood heroes were those who stood for truth, justice and doing what was right.

Outside of law enforcement, Cpl. Santee enjoys several hobbies as time permits. He began playing acoustic guitar in high school, while he admittedly has not devoted much time to it in recent years. He also enjoys camping, hiking and photography – pastimes that pair well with his favorite season, spring, when the warmer weather brings the landscape to life in his favorite vivid primary colors. Christian and country music top the list in his music preferences.

One place Cpl. Santee hopes to visit someday is Alaska, a place that would take him even farther northwest than the Okanogan Valley in British Columbia, Canada, where he spent summer breaks during elementary school harvesting apples in his first job.

His ideal breakfast is an omelet with hashbrowns, but it’s more often granola and toast. He has been a lifelong vegetarian and especially enjoys Italian, Mexican, Indian and Thai cuisine.

Whether in uniform or daily life, Cpl. Santee encourages other to “Be Kind.” His personal live-by motto, drawn from Edmund Burke, speaks to the sense of duty that has guided his life and career: “The only thing necessary for the triumph of evil is for good men to do nothing.”

Officer Mike Wehling has served the Licking Police Department for more than seven years. Had he not chosen a career in law enforcement he would have pursued a path in academics as a history teacher.

One day, Ofc. Wehling hopes to visit Rome and Greece, where he could further expand his appreciation and knowledge of history. Summer is his favorite season, offering the perfect opportunity to enjoy one his favorite hobbies – fishing - although it is something he enjoys year-round. His dog, Diesel, however, does not accompany him on fishing trips.

An only child, Ofc. Wehling credits his parents as his childhood heroes, while saying his wife is the smartest person he has ever met.

When it comes to breakfast, he prefers not to choose just one favorite, enjoying donuts, biscuits, and breakfast burritos alike. Mexican food ranks as his favorite overall cuisine. In his downtime, he relaxes by listening to country and metal music.

His advice to others is simple: “Be a good human.”

Officer Jimmy Mendenhall was inspired to serve his community in law enforcement by Chief Pat Burton and Deputy Sean Bonner after serving his country in the U.S. military. Both continue to mentor and encourage him today. Cpl. Kenny Santee, whom he considers the smartest person he’s ever met, also challenges him to continue growing in the field of law enforcement. Ofc. Mendenhall’s musically creative side is sometimes expressed through the sound of sirens and SoundAlerts, though Christian music remains his preference when relaxing and listening to music.

Rambo, a childhood hero, showcased enduring resilience admired by Ofc. Mendenhall, and perhaps inspired his live-by motto: “One foot in front of the other.” He earned the nickname “Glue Stick” from his Field Training Officer Sgt. Allgire while on an unusual police call.

Spring may find Ofc. Mendenhall relaxing with his favorite hobby of yard games - one that Fred, his basset hound, might be persuaded to join, though probably not. In keeping with the cultural stereotype, Ofc. Mendenhall prefers donuts for breakfast. Pizza is a favorite food he would most enjoy eating in its place of origin, Italy. Red and blue are his favorite colors.

If Ofc. Mendenhall could make one rule for everyone to follow, it would be simple: no lying - a serious pet peeve of his. He leaves others with the reminder: “E.L.E. - Everyone love everyone,” from Semi-Pro.

Officer Jeremy Anderson’s first job as a playback operator surely enhanced the technical proficiency he now applies to the audio and video equipment utilized in modern law enforcement. From the beginning, the demands of attention to detail, problem-solving and teamwork have been woven throughout his career path, which later expanded into military service, and ultimately into law enforcement.

His favorite season, spring, brightens his world with blossoms of his favorite color, yellow, a color he likely enjoys seeing while spending time on one of his favorite hobbies - yardwork. While he does not play any musical instruments, Ofc. Anderson is quite proficient with sirens, SoundAlerts and speakers, and he enjoys listening to all genres of music.

San Antonio, Texas, remains on Ofc. Anderson’s bucket list of places to visit. Whether the dogs and cats travel along is another question entirely. He is adaptable in his food choices, with favorite meals changing from year to year, although he does have one firm expectation after dinner: everyone should wash their own dishes.

A rule he believes everyone should live by is simple and meaningful: “Respect one another.”

2026 National Police Week

In honor of National Police Week, we invite you to get to know the individuals behind the badge and discover the personalities that make the Licking Police Department such a valued part of our community.

While our officers are dedicated professionals committed to serving and protecting, each is also an individual with unique interests, experiences, and perspectives that shape who they are both in and out of uniform.

Officer Robert “Bobby” Duncan has dedicated more than forty years in serving several communities in law enforcement. He currently serves the Licking R-8 School District as the School Resource Officer (SRO), while also continuing patrol officer duties for the Licking Police Department when school is not in session. If he had not pursued a career in law enforcement, Ofc. Duncan says he would have become a veterinarian.

Ireland is a place he would love to visit, where he would likely enjoy one his favorite hobbies, scuba diving among the country’s rich marine biodiversity. Ofc. Duncan also enjoys playing the drums, though he prefers relaxing while listening to classical music. Fall is his favorite season, fittingly paired with his favorite color, orange.

Biscuits and gravy are his breakfast of choice, while pie ranks as his favorite food - though Ofc. Duncan admits he does not share those favorites with his pet pit bull.

Ofc. Duncan’s follows the principle, “Do unto others as you would have them do unto you,” from Matthew 7:12, exemplifying his belief to “Be kind, it will make you and another a better person.”

The Licking Police Department extends our deepest condolences to the families, friends, and colleagues of the Christian County deputies who tragically lost their lives in the line of duty. We stand in solidarity with the entire Christian County Sheriff's Office during this incredibly difficult time. Their sacrifice is a solemn reminder of the courage and commitment that law enforcement officers demonstrate every day in service to their communities. Please keep the deputies' families, fellow officers, and the Christian County community in your thoughts and prayers. We honor their service, their bravery, and their ultimate sacrifice.
