Bluegrass Area Development District

Bluegrass Area Development District Kentucky's counties are grouped into 15 regions known as Area Development Districts, or ADD's (see map).

Although they are public bodies under Kentucky law, the ADD's are not State agencies nor are they another level of government. Instead, the ADD's should be thought of as partnerships of local units of government. Locally-elected officials and citizen members comprise the ADD boards of directors. The ADD staffs are made up of professionals with a wide range of backgrounds in such areas as economic

development, human services, management, and planning. By sharing the expertise found on the ADD staffs, local governments are collectively able to afford the professional staff that many counties and cities could not afford by themselves.

Leadership, collaboration, and community were on full display at the 2026 KPHRA Spring Conference in beautiful Berea, Kentucky!

We were honored to hear from Berea Mayor Bruce Fraley as he welcomed attendees to this year’s conference hosted at the stunning Berea Gallery and Event Center.

We’re also proud to recognize our own Director of Human Resources, Mike Riley, for his service on the Board of Directors for the Kentucky Public Human Resources Association. The Papal Bottle of Bourbon, originally presented at the Bluegrass Area Development District’s annual meeting last November by Father Sichko, raised $3,500 at the Lexington Children’s Theatre fundraising gala this past weekend.

The Bluegrass Area Development District is a regional council of government serving 17 counties and 33 cities across Central Kentucky, supporting collaboration and community development throughout the region.

We are grateful for the continued community engagement and partnership that make moments like this possible. The Bluegrass ADD will hold its next Annual Meeting of the Board of Directors on November 4th at the Carl Perkins Center on the campus of Eastern Kentucky University.

Special thanks to Father Sichko for his generosity, and to everyone who contributed to the success of this unique fundraiser supporting the arts and our region.

Leadership from Bluegrass Area Development District traveled to Wi******er on Monday, April 13, for a staff retreat dedicated to advancing the organization’s strategic planning efforts. The retreat was facilitated by Jordyne Carmack of AuthentiLead, who guided team members through collaborative discussions to evaluate current programs and set long-term goals. The day provided an opportunity for leadership to reflect on past progress while developing innovative strategies to address emerging challenges and opportunities. By fostering open dialogue and teamwork, the retreat aimed to strengthen the organization’s vision and ensure continued growth and impact. Special thanks to S&K Industries for hosting the BGADD leadership for this offsite retreat.

The University of Kentucky Martin School of Public Policy and Administration has named David the recipient of the 2026 Distinguished Alumni Award—an honor recognizing outstanding leadership and commitment to public service.

A retired U.S. Navy Rear Admiral and dedicated leader of the Bluegrass Area Development District, David’s career reflects a deep commitment to serving both his country and our region. From advancing community and economic development across the Bluegrass to leading thousands in the Navy Reserve, his impact is far-reaching and lasting.

🐾 Celebrating Progress for Cats Across the Bluegrass! 🐾

The Bluegrass Area Development District is proud to share that the Bluegrass Cat Project is now in its 8th year—bringing the total investment in cat spay/neuter efforts to an incredible $1,485,000!

By the end of Year 7 (2025), nearly 15,000 surgeries have been completed—making a real, measurable difference in reducing cat overpopulation across our region.

This work is only possible thanks to strong partnerships with and . We extend our sincere gratitude to the 6 private veterinary clinics and 3 nonprofit spay/neuter programs whose dedication makes this impact possible every day.

💡 This initiative is part of a larger, proven model across Kentucky—one that has helped spay/neuter nearly 50,000 cats, reduce shelter euthanasia by 88%, and even eliminate euthanasia for space in participating shelters. By working together across counties, we’re building a sustainable, compassionate solution that works.
