The Caldwell County Office of Emergency Services oversees the Offices of Emergency Management, Fire Marshal, Emergency Medical Services (EMS), 911 Communications and serves as liaison for the Emergency Services Districts (rural fire departments) throughout the County. The Emergency Services Department’s administrative staff includes the Chief of Department, the Fire Marshal, the EMS Chief, the Com

munications Director and the Emergency Management Coordinator. These Emergency Services personnel support and provide leadership for the planning, coordination and delivery of emergency services within the County. Services include: 911 communications and communications support, emergency management; fire investigation; fire inspections; ground emergency medical transport, search and rescue, fire suppression, and law enforcement assist. Other Caldwell County Emergency Services’ functions include: homeland security; hazmat services; technology and communications; fire prevention and education; and providing emergency, preparedness and safety/prevention related public information. Today's Office of Emergency Services (OES) is an All-Hazards agency, geared not only to support the Emergency Operations Center (EOC) in Caldwell County, but also to respond to, and provide resources to, incident commanders in the field. These resources include, but are not limited to, our EMS Division, Office of the Fire Marshal, Office of Emergency Management and the resources associated with each division of Emergency Services. In Caldwell County, our planning environment is "all hazards, all risk" -- ranging from personal and large scale emergencies, natural disasters (earthquakes, floods, climate change, etc.) OES is also involved in planned events, such as festivals, sporting events, dignitary visits, etc.) in an attempt to bolster public safety and ensure our skills and equipment are kept up to date. Mission: The mission of the Office of Emergency Services is to prevent, prepare for and mitigate, respond to, and recover from all hazards. Goal: Develop, maintain, and sustain a countywide, comprehensive, all hazards, risk-based emergency management program that engages the whole community.

There are currently no outdoor burning restrictions in place. If you are planning to burn outdoors this weekend, remember to:
🔥Closely supervise all outdoor fires. Make sure the fire is out before leaving the area.
🔥Keep fires a safe distance from anything that can burn (the larger the fire, the greater the distance you need).
🔥Never burn plastics, construction debris, treated lumber, tires, pesticides, paint, or aerosol containers.
🔥Never use gasoline or other flammable or combustible liquids on an outdoor fire.
🔥Have a hose, bucket of water, or shovel with dirt or sand nearby to extinguish the fire.

In 1974, President Gerald Ford authorized EMS Week to celebrate EMS professionals and the important work they do in our nation's communities. National Emergency Medical Services Week brings together local communities and medical personnel to honor the dedication of those who provide the day-to-day lifesaving services of medicine's frontline.

This week we celebrate our staff and all of the hard work, dedication, and sacrifice they show daily in service to the community we have the privilege of serving. Thank you for all that you do to make our agency a wonderful place!

Today we remember Chief Owens. His lifetime of dedication, service, and leadership to emergency services in Caldwell County and a lasting impact that extends far beyond our community.

We extend our deepest sympathies to the family, friends, and colleagues of Chief Owens. His extraordinary commitment spanned over five decades, including 55 years of service with the Gamewell Fire Department, where he served as Chief for 31 years (1990–2021). He also served 20 years with the Lenoir Fire Department and 13 years with the NC Forest Service.

His funeral service will be today (Thursday, April 30) at 2 p.m. at Mount Zion Baptist Church. A livestream will be available at www.mzbcnc.org and on the church's page.

Continuing our partnership with ETA and Frazer making sure that we are providing the best available equipment to the community we serve. This newest addition to the fleet is a remounted “box” which allows us to take the patient compartment and mount it on a new chassis providing a cost effective way of building a new ambulance while getting the most out of the equipment. This is just one of the many benefits of our long partnership with Frazer. This unit will be in service in the coming weeks!

Caldwell County mourns the loss of Chief Keith Owens. With more than 55 years of dedicated service, Chief Owens made a lasting impact not only within Caldwell County, but across the state and throughout the nation.

It is impossible to measure the number of lives he touched during his selfless career in emergency services.

We are honored to have served alongside you all these years. Your legacy, leadership, and dedication have shaped and inspired so many of us.

Rest easy, Chief “O”—we’ll take it from here.

We deeply mourn the loss of former Fire Chief Keith Owens, a leader whose bravery and dedication inspired generations of firefighters and citizens. Chief Owens’ extraordinary commitment spanned over five decades, including 55 years of service with the Gamewell Fire Department, where he served as Chief for 31 years (1990–2021).
His passion for the fire service extended throughout North Carolina, with 20 years at the Lenoir Fire Department and 13 years with the NC Forest Service. Beyond his operational leadership, Chief Owens was a devoted educator. In 2018, his vision for youth mentorship became a reality with the founding of a junior firefighter academy, which was renamed the Chief Keith Owens Junior Fire Academy in 2023. His legacy will live on through the cadets who continue to learn the values of emergency services in his honor.
Funeral arrangements are currently pending and will be announced as soon as they are finalized.
