"Congress is reaching a critical stage of the annual budget process: the House Appropriations Committee has approved draft bills for next year's budget in preparation for a full House vote later this summer. Now it's time to turn to the Senate's Appropriations Committee. We must urge our Senators to show up for libraries – before final decisions are made on the draft budget in the Senate."

Advocacy update:

Advocacy Win: Wyoming's HB10 Defeated
In early March, House Bill 10 (HB10) officially failed in the Wyoming Legislature, an important advocacy win for Wyoming libraries. For more than a year, the Wyoming Library Association (WLA) worked with coalition partners, library workers, and supporters across the state to oppose the bill and educate legislators about its potential impact on libraries and the communities they serve.

The bill’s final moments came in the Senate. On the evening before the legislative deadline, the Senate adjourned before reaching HB10, meaning it was not moved out of the Committee of the Whole in time and would normally die under legislative rules. Senators later attempted to revive the bill for debate through a reconsideration motion requiring a two-thirds
vote to suspend their rules. The vote was 13 ayes to 18 nays, defeating the motion and closing the final path for the bill. HB10 was officially dead for the session.

Throughout the process, advocacy from Wyoming’s library community played a critical role. One supportive legislator noted that the specific stories and library policies shared by librarians and advocates were far more impactful than the general form emails submitted by many supporters of the legislation.
WLA is grateful to the friendly legislators, coalition partners, and library supporters whose efforts helped ensure this outcome.
