We believe that "Fighting crime is every citizens business!" We have made this our motto. The Commission plays a special role within the Loudoun County community by supporting law enforcement and other organizations with anti-crime initiatives through its community based support. This support includes enhancing direct communications between citizens and law enforcement through social networking pr

ograms, luncheons, and other events with law enforcement, business, citizens, media and government agency involvement. The LCC also provides direct and indirect support to police agencies that include material and financial assistance for education, training and equipment (on a case by case basis). By linking these disparate groups together with a single focus of fighting crime, we can make a positive difference in the communication level between these groups and in understanding how to work together better in Loudoun County. In all activities, the Loudoun Crime Commission shall remain politically neutral, neither supporting nor disparaging any political party.

The next luncheon will be held on Friday, May 8, 2026, at the Leesburg Moose Lodge, 43 Catoctin Circle SE. Doors will open at 12 noon for gathering and socializing, lunch at 12:30PM, with the program beginning at 1:00PM.

To attend, you must RSVP no later than Monday, May 4, 2026 by emailing: [email protected].

The cost for the luncheon is $30 for non-members and $25 for LCC members, law enforcement and first responders. Dress is business casual.

Guest Speaker - Chris Flanagan

Chris graduated from Radford University in 1987 with a Bachelor of Science Degree in Criminal Justice.

He served with the Fairfax County Police Department in Virginia for over 33 years and was a detective for over 27 years working Narcotics, Robbery, Homicide, and Cold Case.

As a Homicide and Cold Case detective for 20 years, Chris investigated many high profile and capital murder cases including the Washington Metropolitan Area Beltway Snipers.

He was also responsible for the investigation of police critical incidents including officer-involved shootings and in-custody deaths.

Chris has been a member of the Virginia Homicide Investigators Association since 2000 and was their Training Director from 2012 through 2019. He is currently their Vice President.

Chris joined the Mid-Atlantic Cold Case Homicide Investigators Association in 2006 and has been their President since 2015.

He is a member of the “Vidocq Society,” which provides pro bono expert assistance to law enforcement agencies across the United States as they work to solve their cold case homicides, and he has served as a cold case subject matter expert with the National Center for Missing and Exploited Children and the Police Executive Research Forum.

Chris has instructed and consulted across the United States to local, state, and federal law enforcement on homicide investigations including the best practices and protocols for cold case units and cold case investigations.

He retired from the Fairfax County Police Department in August of 2021 after which he began working for Othram Inc., assisting law enforcement advancing unsolved homicides, sexual assaults, and unidentified human remains cases with the application of Forensic Genetic Genealogy.

Currently, Chris is the owner and co-founder of Cold Case Resolutions LLC, assisting law enforcement with unsolved homicide and sexual assault investigations, and training.

PLEASE NOTE: If you RSVP that you are attending and then either don't show up, or advise us AFTER the RSVP deadline that you will not be attending, we will still be charged for your lunch, and the LCC has to absorb the cost.

AI and Structured Prompts: The Future of Criminal Investigation

Morgan Wright is an investigative intelligence expert and the founder of the National Center for Open and Unsolved Cases (openunsolved.org), a DOJ-funded nonprofit that provides the only platform in the world where law enforcement and the public collaborate together.

A former detective, state trooper, and national security advisor, Mr. Wright applies modern intelligence methodologies, behavioral analysis, and artificial intelligence to complex criminal investigations, focusing on how structured analytical approaches can expose hidden relationships, challenge assumptions, and surface overlooked evidence.

Through his Crime: Reconstructed Substack and podcast, he explores the application of First Principles thinking, structured prompts, and AI-assisted analysis to improve investigative reasoning and help uncover the truth buried within open and unsolved cases.

He is a member of the International Homicide Investigators Association (IHIA) and the Association of Former Intelligence Officers (AFIO).

Guest Speaker - Richard Ronollo

Richard Ronollo is a distinguished professional with 37 years of service within the Central Intelligence Agency (CIA) and 12 years in the private sector, specializing in intelligence operations, strategic technology, and federal consulting.

During his nearly four-decade career with the CIA, Mr. Ronollo held diverse domestic and international assignments across the Directorates of Intelligence, Science & Technology, Operations, and Support. His career included extensive experience living and working abroad in East Asia, Africa, and South America.

Following his government career, Mr. Ronollo spent 12 years in the private sector, focusing on supporting federal clients.

He holds a BS in Economics from Villanova University, and a Master of Science in Administration/Personnel Management from George Washington University.
