Members and Friends of the Loudoun Crime Commission,
The next luncheon will be held on Friday, May 8, 2026, at the Leesburg Moose Lodge, 43 Catoctin Circle SE. Doors will open at 12 noon for gathering and socializing, lunch at 12:30PM, with the program beginning at 1:00PM.

The cost for the luncheon is $30 for non-members and $25 for LCC members, law enforcement and first responders. Dress is business casual.

Guest Speaker - Chris Flanagan
Chris graduated from Radford University in 1987 with a Bachelor of Science Degree in Criminal Justice.
He served with the Fairfax County Police Department in Virginia for over 33 years and was a detective for over 27 years working Narcotics, Robbery, Homicide, and Cold Case.
As a Homicide and Cold Case detective for 20 years, Chris investigated many high profile and capital murder cases including the Washington Metropolitan Area Beltway Snipers.
He was also responsible for the investigation of police critical incidents including officer-involved shootings and in-custody deaths.
Chris has been a member of the Virginia Homicide Investigators Association since 2000 and was their Training Director from 2012 through 2019. He is currently their Vice President.
Chris joined the Mid-Atlantic Cold Case Homicide Investigators Association in 2006 and has been their President since 2015.
He is a member of the “Vidocq Society,” which provides pro bono expert assistance to law enforcement agencies across the United States as they work to solve their cold case homicides, and he has served as a cold case subject matter expert with the National Center for Missing and Exploited Children and the Police Executive Research Forum.
Chris has instructed and consulted across the United States to local, state, and federal law enforcement on homicide investigations including the best practices and protocols for cold case units and cold case investigations.
He retired from the Fairfax County Police Department in August of 2021 after which he began working for Othram Inc., assisting law enforcement advancing unsolved homicides, sexual assaults, and unidentified human remains cases with the application of Forensic Genetic Genealogy.
Currently, Chris is the owner and co-founder of Cold Case Resolutions LLC, assisting law enforcement with unsolved homicide and sexual assault investigations, and training.
