⚠️ We’ve received a large number of questions, emails, and calls for service lately regarding the legality of e-bikes, minibikes, electric dirt bikes, scooters, and just about every other “two-wheeled thing with a motor” showing up on our roadways. We are also receiving daily reports of young riders operating these e-motos in heavy traffic and near intersections, creating dangerous situations and close calls with vehicles. The attached images are examples of incidents regarding these e-motos.
📃As technology evolves, the laws don’t always keep pace, so we want to help clear up some confusion — especially regarding electric motorcycles / e-motos, which are becoming a major safety concern in our community.
🚲 E-Bikes
E-bikes are bicycles equipped with pedals and an electric pedal-assist motor. The rider still pedals the bike while receiving assistance from the motor. These can reach speeds up to and beyond 28mph.
🏍️ Electric Motorcycles / Dirt Bikes (E-Motos)
These do NOT have pedals (some exceptions). They use foot pegs like a traditional motorcycle and are powered solely by an electric motor.
❌ This type of electric motorcycle or dirt bike is NOT legal to operate on city streets in the City of Lee’s Summit, unless it is properly licensed and registered like any other motorcycle. They are also not allowed to be in Lee's Summit Parks or on sidewalks.
To legally operate one on public roadways, the rider must:
✅ Be at least 16 years old
✅ Have a valid driver’s license with motorcycle endorsement
✅ Carry liability insurance
✅ Display valid license plates
✅ Pass Missouri motorcycle inspection requirements
**Without formal motorcycle training, young riders are at high risk of collisions with cars or pedestrians.**
Basically, EVERYTHING else falls into one of two categories:
🏍️ Motorized Cycles / Scooters
or
🏍️ Motor Vehicles (Motorcycles)
The difference comes down to speed and power:
• Motorized Cycles
🔹 Under 50cc (gas)
🔹 Less than 3 horsepower for electric models
🔹 Cannot exceed 30 mph
• Motorized Scooters
🔹 Cannot exceed 20 mph
🎯 Our goal is education, safety, and injury prevention. We understand kids want to be outside and enjoy the freedom and mobility these devices provide. Still, we want everyone to understand the safety risks and legal requirements before someone gets seriously injured.
