Commonwealth’s Attorney Zack Stoots
Presented 2026 Fraud Fighter Award by Virginia State Police Insurance Fraud Program

Lebanon, VA – Russell County’s Commonwealth’s Attorney, Zack Stoots, was presented with an award for his diligence in prosecuting insurance fraud. The award recognized Mr. Stoots as a “Fraud Fighter” and is given by the Virginia State Police’s Insurance Fraud Program. Principal Investigator Jane Collins and Senior Investigator Eric Flick with the Virginia Bureau of Insurance received the same award for their work on a case in the Town of Lebanon, which involved an insurance agent who collected thousands of dollars of insurance premiums from customers and failed to turn those payments over to insurance companies.
During the awards ceremony, the Virginia State Police presented statistics that in 2025 over 3,000 complaints of insurance fraud were reported to police agencies across the state but only 66 defendants were criminally prosecuted.
Stoots stated, “It’s an honor anytime you can be recognized for hard work, but the law enforcement officers involved did the heavy lifting in this case.” The defendant was ordered to reimburse the insurance companies and customers amounting to over $8,000 in restitution.
Stoots also noted, “Insurance fraud is a crime that prosecutors should take very seriously because insurance fraud raises everyone’s costs for insurance.”
Stoots credited Chief Eric Deskins of the Lebanon Police Department for bringing the prosecutor’s office a well investigated case. The case was prosecuted by Commonwealth’s Attorney Zack Stoots and Chief Assistant Commonwealth’s Attorney Jessica Jackson.
