Leavenworth County Emergency Management Leavenworth County Emergency Management is responsible for the development and implementation of a Comprehensive Emergency Plan for Leavenworth County.

Emergency Management is responsible for coordinating all four phases of Emergency Management with Federal, State, and Local governments, as well as private sector businesses and institutions. Coordination is inclusive with all jurisdictions in Leavenworth County and County agencies such as, the Health Department, Public Works, Sheriff’s Office, Council on Aging, G.I.S. and Appraisers to name a few of many. Four phases of Emergency Management are:

Mitigation:


Activities designed to avoid or prevent disasters from occurring in the first place and to reduce the ill effects of those, which are unavoidable. This is the best emergency management tool of all. Preparedness:


Being prepared to cope with unavoidable disaster. Trained personnel, planning, proper equipment, supplies and facilities are the essential elements of preparedness. Response:


Immediate and decisive actions taken to eliminate or reduce the severity of the incident. This may include warning, evacuation, suppression, rescue, apprehension, treatment and in some cases, withdrawal for safety reasons. Recovery:


Recovery is the return to a normal or improved state of being. It can be long term or short term. It can involve physical, mental and financial aspects. It includes repairing and rebuilding property, regaining public health and state of mind and regaining economic stability. Another function of Emergency Management is maintaining the Emergency Operations Center (EOC). The facility is self-contained and designed to remain operational in all environments including tornado, earthquake and chemical/biological attack. The EOC can be activated at several levels and in a major emergency it is the seat of local government. Elected and other agency officials can conduct not only emergency functions but also the necessary day-to-day business of city and county government. It is the responsibility of the Emergency Management Office to provide public awareness in preparation for the events that occur before and after a disaster. Emergency Management will provide training for Community Emergency Response Teams (CERT). CERT establishes small groups of trained citizens that can assist their community during a disaster. Awareness training is available to service clubs, Church and other organizations upon request to this office.

**ROAD CLOSURE**

Starting June 22, 2026, Spruce (K-92 Highway) at 20th Street will be closed for reconstruction of the intersection. This project is expected to last until October 2026 time frame. 20th Street will be down to one lane traffic for both north and south bound traffic. East and west bound traffic from Spruce will be completely closed during the construction. Please find an alternate route and give the construction crews the space they need to get the job done and safely. This is a Kansas Department Of Transportation project. Be Safe!!

* IMPACTS...Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas.

Message of the Day: A complicated thunderstorm set up on Saturday. Early morning storms across east-southeast Kansas into west-southwest Missouri has the potential to bring heavy rainfall. A cold front moving in from the northwest will bring afternoon and evening strong to severe thunderstorms across the region. All hazards are possible, damaging winds, damaging hail, and potential for a tornado or two.

Today: Sunny, with a high near 84. Light south southwest wind.

Tonight: Increasing clouds, with a low around 65. South wind around 6 mph.

Message of the Day: Scattered Thunderstorms this morning. A few strong to severe storms possible along the MO/IA border. Hazards: Large Hail and Damaging Winds. Additional Strong to Severe T-Storms Expected This Afternoon & Evening. Timing: Starting around 2-4PM continuing into the evening. Hazards: Damaging Winds, Large Hail, Tornadoes, and Heavy Rainfall/Flooding. Blustery and Humid. Winds gusts around 30-40 MPH. Heat index values could climb to around 100° F-105°F (south of the MO River).

Today: A chance of showers and thunderstorms, mainly before 2pm. Mostly sunny, with a high near 88. South wind around 18 mph becoming north northwest in the afternoon. Winds could gust as high as 37 mph. Chance of precipitation is 30%. New rainfall amounts of less than a tenth of an inch, except higher amounts possible in thunderstorms.
