Mrs. Cecelia Bounds has served as Greene County’s Circuit Clerk for 18 years and has worked in the Circuit Clerk’s Office for a total of 25 years.

Mrs. Bounds and her husband, Danny, have called Avera home since 1992. They are proud parents of two adult children, Brittany Walley and Andrew Bounds, and especially proud grandparents to their grandchildren Gunner, Gracelyn, and Jax.

Public service has long been on Mrs. Bounds’ heart. She began as a deputy clerk in 2000 and later ran for office with encouragement and support from trusted mentors. What started as an opportunity grew into a calling. She says it comes down to “service above self” and giving back to the community that has given so much to her.

Mrs. Bounds believes Greene Countians are tougher, kinder, and more forward-thinking than many outsiders realize. While we are proudly rural, she says our people are capable, resourceful, and full of heart (and grit!)

What she enjoys most about her work is how personal it is. From elections to marriage licenses to court proceedings, she walks alongside citizens in many seasons of life. She also values the chance to encourage those working to turn their lives around, especially individuals recovering from addiction.

Under her leadership, the Circuit Clerk’s Office has been fully digitized at little to no cost to local taxpayers. This has improved public access, strengthened transparency, and protected important records through secure backups. Since 2022, Mrs. Bounds has also served in a leadership role with the Mississippi Circuit Clerk Association and will assume the role of President in July 2026.

Looking ahead, Mrs. Bounds hopes Greene County continues to grow while preserving its small-town charm, creating more opportunities for young families to live and build their futures right here at home.

When she’s not managing court files or election calendars, you might find Mrs. Bounds reading a suspense novel, cooking, working on a project at her family’s small farm, or playing hymns on the piano.

Yes — jury summons are currently out, and jury duty is required by law.
Missing jury duty can have consequences.

BUT — you will NEVER get a phone call demanding payment of a fine.
That is a SCAM.

❌ You will NEVER be called and told to pay a fine
❌ Courts do NOT demand money by phone, text, gift cards, or apps

If you get one of these calls:
👉 Hang up
👉 Don’t send money
👉 Don’t give personal info

We’ve received reports that individuals are getting phone calls claiming to be from the Circuit Clerk’s Office or a Deputy Circuit Clerk — demanding payment or threatening legal action related to jury duty.
👉 THIS IS A SCAM.
These calls are not legitimate.
No one from the Clerk’s Office or any part of the court system will ever call you to demand money, threaten arrest, or ask for payment over the phone.
🔒 What to do if you receive a call like this:
• ❌ Do NOT send money
• ❌ Do NOT provide personal or financial information
• ✅ Hang up immediately
• 📞 Report the call to local law enforcement or the Attorney General’s Office
• 🛜 Report the call to the Federal Trade Commission at https://reportfraud.ftc.gov/
Scammers often use official-sounding language and may spoof local numbers to appear credible — but don’t fall for it.
Court business is never handled this way.

🛑November 5, 2024 Election information 🛑

🇺🇸Candidate petitions are being circulated throughout the county for School Board positions in Districts 3 and 4. Also being circulated is a petition for the legalization of the sale of alcoholic liquors in the county.
*Only the signatures of REGISTERED VOTERS can be certified.
*If you are signing these petitions, please sign and print your name where indicated, and provide your physical address. We cannot certify a signature if we cannot read it.
*You are not allowed to sign the petition for another person (as in your spouse, child, friend, etc.).
🇺🇸Voter registration deadline-October 7 at 5 pm.
*If you will be 18 by November 5, you can register to vote now.
*You can register to vote Monday-Friday, 8 a.m. to 5 p.m. in the courthouse.
*Office will also be open Saturday, October 5, from 8 am to 12 pm for voter registration.
*If you’ve moved, please UPDATE your voter registration as soon as possible. The Circuit Clerk’s Office doesn’t get notification of all address changes.
*If you are unsure your registration is up to date, call us at 601-394-2379 or send an email to [email protected]. It’s a lot easier to update it before Election Day.
*You do not have to bring anything to register to vote. Just need your name, address, date of birth, and last four of your social.
🇺🇸Every voter must show government issued photo identification to vote.
*If you do not have a photo ID, the Circuit Clerk’s Office can provide one for you. The Voter ID provided will be for voting purposes only.
🇺🇸Absentee voting always begins 45 days prior to an election.
*The first day to absentee vote will be September 23 at 8 am.
*The last day to vote absentee will be November 2 at 12 pm.
*Absentee voting is available Monday-Friday 8 am to 5 pm. The Circuit Clerk’s Office will be open the last 2 Saturdays prior to the election, October 26 and November 2 from 8 am to 12 pm. *MISSISSIPPI DOES NOT HAVE EARLY VOTING. You must have a reason you are voting absentee.
🇺🇸Election Day is November 5
*Polls will be open from 7 am to 7 pm
*You have to vote at the voting precinct determined by your address..
*Every voter will be issued a paper ballot.
*MS law requires the ballot to be initialed by a poll manager prior to you making your selections.
*After selections are made, you insert the ballot into the scanner.
*The screen will notify you of any races over voted (more than one candidate selected) or under voted (skipped). If no under or over voted races, the screen will say your ballot has been cast.

🇺🇸No campaign paraphernalia is allowed with 150 feet of a voting precinct or the courthouse during absentee voting. This includes slogans used for campaigns. No cap, shirts, buttons, stickers, bumper stickers, etc. will be allowed. This isn’t the poll workers or clerks “picking” on a voter or candidate. This is the state law. You will be asked to remove it or leave the precinct. You cannot vote or be at a precinct while displaying campaign paraphernalia.
🇺🇸Poll managers are Greene County citizens providing a civic duty. Be nice, courteous and patient. It’s a very long, busy and stressful day.
🇺🇸There is a lot of misinformation spread during election time, especially on social media. Please be careful posting memes. It could actually disrupt the voting process.
🇺🇸 Our local elections are controlled by Federal and Mississippi law. Our laws and procedures will not be the same as those in other states. Keep that in mind when you read news stories from other areas. And always consider the source of your information.
