City of Lawrenceville Damage Prevention and Risk Management Proper identification and marking the location of underground utility facilities prior to excavation

In support of proper marking of its facilities, the City of Lawrenceville is an active participant in the protection of underground utilities as required by Georgia Law Code 1981, Title 25, Fire Protection and Safety Chapter 9, enacted in 2000 which is overseen by the Georgia Public Service Commission. The City is also registered with Georgia 811, a non-profit organization, which notifies each uti

lity department when excavation is to take place in close proximity to its buried facilities. Excvators and homeowners submit requests for underground utility markings to Georgia 811. This information is recorded and notifications or "tickets" are sent to the City's Damage Prevention and Public Awareness Department for handling. The department is responsible for locating all underground gas, water and power facilities.

During National Safe Digging Month, our department works with Georgia 811 to raise awareness about underground utility safety and damage prevention. Throughout the month, we share safety information, participate in community outreach, and encourage residents to always contact 811 before starting digging or landscaping projects.

• On Thursday, October 30th, Damage Prevention hosted the Georgia Utility Coordinating Committee’s (GUCC) meeting for Gwinnett County. We invited guest speakers from the Georgia Public Service Commission, Michelle Thebert, Director of the Facilities Protection Unit, Jeff Baggett, Supervisor of Pipeline Safety and Will Culbreath, Case Manager for GUFPA (Georgia Underground Facility Protection Act). We were planning for a high turnout of around fifty representatives from the excavating, locating and utility owner community. We had 80 RSVP and most attended. Included were representatives from Comcast, Gwinnett County Water, Jackson EMC, Charter, Brigham Cable, Lumos Fiber, Vector Force Development, T2 Utility Engineers, Gunter Construction, Williams Gas Pipeline, Southern Company, Georgia Power, Norcross Power, Walton EMC, Gwinnett Place CID, and Georgia 811. Awesome turnout and great meeting!

On Thursday, 05/29/2025, the City of Lawrenceville Public Works hosted the Gwinnett chapter of the Georgia Utilities Coordinating Council (GUCC). We had a record turnout of 40+ stakeholders from the utility, excavating, locating and damage prevention industry. The presentation about the dangers of underground utility cross bores was given by Danny Boswell, Director of Corporate Compliance & Development, Gunter Construction Company.

Yesterday, 05/09/2025, the City of Lawrenceville Damage Prevention department participated in Georgia 811’s Digger Dog show at Sharon Elementary School in Loganville, Georgia. In attendance were 130 4th grade students and their teachers. Damage Prevention Specialist, Elder Jaimes, gave a demonstration of how to locate the underground natural gas.

Today we celebrated national "April is Safe Digging Month". Khanh Nguyen and Michael Sackmann received recognition for excellence in locating the City's underground gas and power utilities. Khanh was recognized for leading the office in number of locate requests marked while having zero at-fault damages attributed to locating. Michael was recognized for not only meeting his goal of lowering his last year's at-fault damages by half, but surpassed his goal by lowering them to zero. These key performance indicators were measured from 04/01/24 – 03/31/25. Special recognition and appreciation to the entire damage prevention team for continuous improvement in properly marking the underground utilities. The team received 31,577 gas locate requests in 2024 and had a record low ten damages that were attributed to improper locating. This is our lowest damage to locate ratio in ten years. Congratulations to the Damage Prevention team!
