Over 50 death investigators from across the Commonwealth are gathered in Morehead, Kentucky this week for continuing education and professional development focused on “Accidental & Equivocal Death Investigations.”

The two-day course provides Coroners and Deputy Coroners with updated training in investigations, court preparation, documentation and evidence collection, communication skills, and data utilization. The class is part of the required continuing education standards for Kentucky Coroners and Deputy Coroners and allows investigators the opportunity to strengthen their skills using the most current information and investigative practices.

Instruction for the course is being led by Taylor County Coroner Daniel T. Cook. Special presentations are also being provided by Sgt. Alex Wesley of the Pulaski County Sheriff’s Office (KSP Arson Ret.), who is presenting on fire scene investigations and fatalities, and Catherine Frye, RN and Consultant with CHFS Child Fatality Review, who is providing updates regarding child fatality reviews and accidental child deaths.

The training is supported and proctored by the Department of Criminal Justice Training and coordinated through the Kentucky Coroner’s Association.

Organizers also expressed appreciation to Rowan County Coroner John Northcutt for hosting the training and for his continued leadership and support in ensuring these educational opportunities remain available in Eastern Kentucky.

Continuing education and collaboration among investigators remain essential in helping ensure Kentucky families are served with professionalism, compassion, and thorough investigations.

The Kentucky Coroners Association took time during this year’s Annual Conference to honor and remember several individuals who have recently passed, each of whom dedicated countless hours of service to our Association and to the communities they served.

A memorial display was thoughtfully arranged at the conference, recognizing these individuals and the lasting impact they made on the field of medicolegal death investigation across the Commonwealth. Their commitment, professionalism, and willingness to serve will not be forgotten.

The Kentucky Coroners Association wrapped up its conference with an outstanding and practical session led by two of our own.

Amber Constantino, Kenton County Coroner, and Amanda Melton, McCracken County Coroner, closed out the event by sharing a series of unique and recent case studies from their respective offices. Each presentation offered real-world insight into the challenges and complexities we face in medicolegal death investigations.

Having fellow Kentucky coroners present cases directly from here in the Commonwealth made this session especially impactful. It provided attendees with relatable scenarios, practical takeaways, and a valuable opportunity to learn from experiences that closely reflect the work being done across our own counties every day.

Today’s list of presenters included an important and informative session from Cortney Johnson, Director of Development and Community Relations with the Epilepsy Foundation of Kentuckiana.

Her presentation focused on Sudden Unexpected Death in Epilepsy, providing valuable insight into awareness, risk factors, and the importance of understanding this often under recognized condition.

Attendees at this morning’s session heard from the Kentucky Office of Vital Statistics during the Kentucky Coroners Association Annual Conference.

The Kentucky Coroners Association would like to recognize and congratulate those honored at this year’s Annual Conference.

Congratulations to the recipients of the Advanced Coroner Award and Master Coroner Award for their continued commitment to learning and professional growth. Your efforts to further your knowledge and skills do not go unnoticed.

We also extend our congratulations to the recipient of the President’s Award, recognizing dedicated service and contributions to the Association.

We’re proud to have Dr. Lionel Phelps joining us at this year’s conference.

Dr. Phelps serves as Vice President of Population Health at RiverValley Behavioral Health and brings more than two decades of experience in behavioral health, specializing in the intersection of mental health, substance use, trauma, and public safety systems. A U.S. Navy veteran, he has been instrumental in developing innovative programs across Kentucky, including the state’s first 24/7 Mobile Crisis Team and helping lead implementation of the 988 Su***de & Crisis Lifeline.

Throughout his career, Dr. Phelps has worked closely with law enforcement and first responders, providing critical support, assessments, and training for those facing the challenges of complex trauma and PTSD. His sessions on mental health awareness are not only informative, but directly applicable to the realities coroners and deputies encounter in the field.

We appreciate Dr. Phelps sharing his knowledge and helping strengthen the connection between behavioral health and medicolegal death investigation for the Kentucky Coroners Association.

The Kentucky Coroners Association welcomes Dr. P. Michael Murphy as a featured speaker today.

With more than 40 years of experience in law enforcement and public service, Dr. Murphy brings a depth of knowledge that is both rare and impactful. From serving as Chief of Police in Mesquite, Nevada, to leading national efforts as the former National AMBER Alert Coordinator with the National Center for Missing and Exploited Children, his career has been defined by leadership, service, and innovation.

Dr. Murphy also spent 13 years as the Clark County Coroner in Nevada, serving the Las Vegas area, giving him firsthand experience in medicolegal death investigations and the challenges faced by coroners and death investigators every day. As a Fellow of the American Board of Medicolegal Death Investigators (F-ABMDI) and former President of the International Association of Coroners & Medical Examiners, he has played a key role in advancing professional standards across the field.

In addition to his operational leadership, Dr. Murphy is the President and CEO of MPOWER USA, where he continues to shape leaders nationwide through consulting and training. He is also a published author and a recognized subject matter expert, frequently appearing on programs such as 48 Hours and America’s Most Wanted.

We look forward to the insight and perspective he will share with attendees today in Bowling Green.
