Today, the members of FMBA Local 396 join the entire EMS community with heavy hearts to honor the life and legacy of Chief Bil Rosen, Chief of Neptune Emergency Medical Services. A remarkable man, an exceptional leader, and a devoted public servant whose sudden passing has left an immeasurable void in our hearts and throughout the EMS community.
For more than 40 years, Chief Bil Rosen dedicated his life, at multiple agencies to serving his community and the people of the state of New Jersey. His commitment to emergency medical services was more than a profession—it was a calling that he answered every day with unwavering dedication, compassion, and integrity. Through countless emergencies, difficult decisions, and moments that tested even the strongest among us, he remained a steady presence, always putting others before himself.
While Chief Rosen was respected for his knowledge and leadership, he will be remembered just as fondly for the person he was. He had an easygoing demeanor that put people at ease, whether they were a frightened patient, a new EMT on their first call, or a seasoned colleague facing a difficult day. His robust sense of humor could lighten the heaviest moments, reminding us all that even in the most challenging circumstances, there was room for laughter, camaraderie, and hope.
As a leader, Chief Rosen was second to none. He believed in those around him, often seeing potential before they saw it in themselves. He mentored, encouraged, and challenged generations of EMS professionals to strive for excellence. His guidance shaped countless careers, and many of today’s paramedics, EMTs, supervisors, and Chiefs proudly stand on the foundation he helped build. His legacy lives on not only in the lives he saved but in the professionals he inspired to carry the mission forward.
His influence extended far beyond his own department. Throughout the state, he earned the respect and admiration of colleagues who valued his wisdom, his humility, and his willingness to lend a helping hand. He understood that EMS is a family, and he treated everyone he met as part of that family.
The sudden, unexpected loss of Chief Rosen has sent ripples of shock and sadness through the emergency service’s community. His absence will be felt in every station, every ambulance bay, every classroom where future providers learn their craft, and every community he so faithfully served. The EMS profession has lost one of its finest advocates, one of its strongest leaders, and one of its most genuine friends.
Though we mourn his unexpected passing, we also celebrate a life of extraordinary service. More than four decades of selfless dedication have left an enduring mark that time cannot erase. His compassion lives on in every patient cared for by those he mentored. His leadership echoes in every confident decision made by the professionals he inspired. His laughter and silly “dad jokes” will remain in the stories we share, and his spirit will continue to guide us whenever we answer the call.
Chief Rosen leaves behind far more than a distinguished career—he leaves a legacy of service, leadership, kindness, and unwavering commitment to others. We are better because he chose to serve, to teach, to lead, and to care.
May we honor his memory by carrying forward the values he embodied: integrity, humility, compassion, excellence, and a deep commitment to serving others. Though he has answered his final call, his influence will continue to respond through every life he touched.
