Hospitality Industry Packs Capitol for Gaming Control Oversight Hearing

Michigan's hospitality industry sent a powerful message at the State Capitol this morning as the House Oversight Committee once again examined the Michigan Gaming Control Board and its enforcement actions involving redemption games.

Every seat in the committee room was filled, and the majority of an additional overflow room was filled as well. Bars, restaurants, veterans organizations, fraternal groups, and other supporters turned out in force.

For the industry, the turnout was a major win. Lawmakers could see firsthand just how many businesses and organizations have been affected by this issue and how strongly they feel about finding a fair path forward.

The MLBA has been working on this issue for a long time, raising concerns about unclear and inconsistent enforcement involving machines that have operated in establishments across Michigan for decades. The Oversight Committee's continued attention to the Michigan Gaming Control Board is an important step, but the focus now shifts toward a permanent legislative solution.

That solution is House Bills 4494 and 4495. HB 4494, sponsored by Rep. Will Snyder with a large bipartisan group of cosponsors, would rewrite Michigan's redemption-game law to establish clearer rules for legal machines. Among other provisions, it would establish standards for skill-based play, require independent laboratory certification for machines awarding stored-value cards, prohibit cash prizes, establish prize and machine limits, and create a regulatory framework for compliant operators. HB 4495, makes the corresponding changes to Michigan's sentencing guidelines and is tie-barred to HB 4494.

Both bills received a hearing before the House Regulatory Reform Committee on June 25. The next step is to build on the momentum created by today's packed Oversight hearing and advance the legislation out of Regulatory Reform.

The MLBA will continue working with lawmakers to advance HB 4494 and HB 4495 and will keep members informed as the legislation moves forward.
