NOTICE
ROADSIDES TO BE MOWED & BALES REMOVED

Pursuant to North Dakota Century Code Chapter 63-05, all roadside mowing along county and township roads must be completed by the adjacent landowner or operator by October 1, 2026. The stubble is to be a maximum height of 6 inches and the minimum width of the cut is to be 7 feet on October 1st each year. A charge of $400.00 per half mile of mowing with a minimum of $400.00. Mowing charges will be added to the landowners' taxes for any mowing that is done by the Nelson county Highway Department.

Beginning November 1, 2026, the Nelson County Highway Department will consider that any bales remaining along the township and county road right-of-ways have been abandoned. The bales will be removed or disposed of by the Highway Department.

Regular Commission Meeting
August 18th 2026 – 9:00 A.M.

The meeting was called to order 9:10 a.m. by Chairman Cody Johnson with the following Commissioners also present: Doug Flaagan, Mike Haugland, Cameron Swenson and Aaron Mork. Nathan Parks, Auditor, and Josh Frey, States Attorney were also present. The Commission and visitors recited the Pledge of Allegiance.

Moved by Commissioner Mork and seconded by Commissioner Flaagan to approve the minutes from the August 4th meeting. All members voted “Yes”. Motion carried.

Additions to Agenda: Emergency Declaration

Moved by Commissioner Mork and seconded by Commissioner Swenson to approve the agenda as amended. All members voted “Yes”. Motion carried.

Public Comments: None

Curt Loe, Highway Superintendent, joined the meeting to discuss Road & Bridge business.

Kamron Matejcek joined the meeting to discuss water relief on county roads in Enterprise Township.

Notice of Roadside Mowing and Bale Removal was discussed.

Moved by Commissioner Flaagan and seconded by Commissioner Mork to approve publishing the Notice of Roadside Mowing and Bale Removal in all September editions of the Lakota American. On a roll call vote all members voted “Yes”. Motion carried.

Paul Bjornson, KLJ Engineering, joined the meeting to give an update on Engineering business. Discussion was had on updating the length of the approved mill and overlay Federal Aid project of Nelson County 4 from 11 miles to 13 miles.

Moved by Commissioner Mork and seconded by Commissioner Swenson to update the Nelson County Federal Aid project mill and overlay of Nelson County 4 from 11 miles to 13 miles. On a roll call vote all members voted “Yes”. Motion carried.

Moved by Commissioner Flaagan and seconded by Commissioner Haugland to approve signing the Design Engineering Agreement with KLJ Engineering for the Federal Aid mill and overlay project from County 35 west intersection to the Grand Forks County Line. All members voted “Yes”. Motion carried.

Discussion was had on updates being made to the Nelson County Employee Handbook by Julie Vetter, contracted Human Resource professional.

Nathan Parks, Auditor, presented the July Financial Statements.

Moved by Commissioner Mork and seconded by Commissioner Swenson to approve the July Financial Statements. On a roll call vote all members voted “Yes”. Motion carried.

Discussion was had on an Emergency Declaration due to dry conditions. Due to actions taken by the state no county action was needed.

The Commissioners gave updates on their portfolios.

Moved by Commissioner Flaagan and seconded by Commissioner Haugland to approve the bills as presented. On a roll call vote all members voted “Yes”. Motion carried.

There being no further business, moved by Commissioner Mork and seconded by Commissioner Swenson to adjourn the meeting at 11:49 a.m. All members voted “Yes”. Motion carried.

Regular Meeting Minutes
August 18th 2026 – 8:30 A.M.

The meeting was called to order at 8:30 by Chairman Cody Johnson with the following Park Board members also present: Doug Flaagan, Mike Haugland, Cameron Swenson and Aaron Mork. Also present was Nathan Parks, Auditor, and Josh Frey, States Attorney.

Moved by Park Board member Mork and seconded by Park Board member Haugland to approve the minutes for the August 4th meeting. All members voted “Yes”. Motion carried.

Agenda additions: None

Moved by Park Board member Swenson and seconded by Park Board member Mork to approve the agenda as presented. All members voted “Yes”. Motion carried.

Public Comments: None

Donna Rickford, Campground Manager, joined the meeting to discuss campground and bar & cafe business.

Bud Pittenger, Maintenance Manager, joined the meeting to discuss campground business. Bud requested replacing a dumpster that is in disrepair. Directive was given to bring quotes to the next regular meeting.

Campground Contracts were reviewed and discussed. All contracts were tabled until the next regular meeting.

Moved by Park Board member Swenson and seconded by Park Board member Mork to pay the bills as presented. On a roll call vote all members voted “Yes”. Motion carried.

There being no further business, moved by Park Board member Haugland and seconded by Park Board member Flaagan to adjourn the meeting at 9:03. All members voted “Yes”.

Regular Commission Meeting

The meeting was called to order 9:00 a.m. by Vice Chairman Aaron Mork with the following Commissioners also present: Doug Flaagan, Mike Haugland and Cameron Swenson. Nathan Parks, Auditor, was also present. The Commission and visitors recited the Pledge of Allegiance.

Moved by Commissioner Flaagan and seconded by Commissioner Swenson to approve the minutes from the July 21st & 22nd meeting. All members voted “Yes”. Motion carried.

Additions to Agenda: Intern Position, Letter for Drain Tile Setback

Moved by Commissioner Swenson and seconded by Commissioner Haugland to approve the agenda as amended. All members voted “Yes”. Motion carried.

Public Comments: Greg Kueber joined the meeting to discuss issues with County Roads in Rugh Township and its surrounding areas.

Curt Loe, Highway Superintendent, joined the meeting to discuss Road & Bridge business.

Discussion was had on adding the Notice to Mow Roadside Ditches on the next regular meeting agenda.

Angela Herda, Emergency Manager, joined the meeting to discuss the Memorandum of Agreement with the State Emergency Communications Center for 911 services.

Moved by Commissioner Swenson and seconded by Commissioner Flaagan to sign the Memorandum of Agreement with the State ECC for 911 services pending States Attorney approval. All members voted “Yes”. Motion carried.

Discussion was had on updates being made to the Nelson County Employee Handbook by Julie Vetter, contracted Human Resource professional.

Nathan Parks, Auditor, presented a person vehicle mileage rate update from $0.725 per mile to $0.76 per mile.

Moved by Commissioner Haugland and seconded by Commissioner Swenson to approve the personal vehicle mileage rate to $0.76 per mile. On a roll call vote all members voted “Yes”. Motion carried.

Discussion was had on a request to work over Christmas Break when she was home from college from Lydia Stein, Intern for the Clerk of Court. Directive was given that she could put in hours over the Christmas Break.

A letter regarding Drain Tile Setbacks to the U.S. Fish and Wildlife Service was discussed.

Moved by Commissioner Flaagan and seconded by Commissioner Swenson to approve support for the Drain Tile Setback letter to the U.S. Fish and Wildlife Service. All members voted “Yes”. Motion carried.

The Commissioners gave updates on their portfolios.

Moved by Commissioner Haugland and seconded by Commissioner Flaagan to approve the bills as presented. On a roll call vote all members voted “Yes”. Motion carried.

There being no further business, moved by Commissioner Flaagan and seconded by Commissioner Haugland to adjourn the meeting at 10:23 a.m. All members voted “Yes”. Motion carried.

The meeting was called to order at 8:30 by Vice Chairman Aaron Mork with the following Park Board members also present: Dennis Fahey, Doug Flaagan, Mike Haugland, Harley Eidsness and Cameron Swenson. Also present was Nathan Parks, Auditor.

Moved by Park Board member Fahey and seconded by Park Board member Flaagan to approve the minutes for the July 21st & 23rd meetings. All members voted “Yes”. Motion carried.

On a roll call vote all members voted “Yes”. Motion carried.

There being no further business, moved by Park Board member Fahey and seconded by Park Board member Eidsness to adjourn the meeting at 8:44. All members voted “Yes”.
