College-bound young adults

Turning 18 changes more than most families realize.

Across St. Louis, parents begin preparing to send their children to college over the Summer. They are buying dorm supplies, reviewing class schedules, and preparing for move-in day.

However, there is usually one important piece of move-in day that is often overlooked: once your child turns 18, being listed as the emergency contact does not grant legal authority to make medical decisions.

A healthcare directive and healthcare power of attorney are not only for older adults. They matter for young adults, too.

Before you send your child off to college, make sure the right healthcare documents are signed and notarized. Being their emergency contact name alone is not the same as being prepared.

Some documents are too important to leave to chance. This is one of them.

Can I Apostille Documents From Another State?

If you are preparing documents for international use, you may be wondering whether Missouri can apostille documents issued in another state.

In most cases, it cannot.

Apostilles must be issued by the same state where the document originated.

For example:

• An Illinois birth certificate must be apostilled in Illinois
• A Texas divorce decree must be apostilled in Texas
• A California adoption record must be apostilled in California

Submitting an out-of-state document to Missouri will usually result in rejection and delay.

Before submitting for apostille:

• Confirm where the document was issued
• Confirm whether certification is required
• Confirm which state authority handles the apostille

Sending documents to the wrong office can add weeks to your timeline.

Quick notary thought.

I had a moment this week that reminded me why I never rush the last two minutes of an appointment.

Everything looked done. Pens were down. Everyone was ready to move on. Then I got that little nudge in my head to recheck it.

So, I did. I caught a small detail that could have turned into a big inconvenience for someone else.

It made me think about how much pressure people feel to be perfect, not only in notary work, but in life. Mistakes happen. In every profession. In every household. In every season of life.

Notary work has weight, so yes, details matter. That’s why I follow a process and do a final review every single time.

But professionalism isn’t “never making a mistake.”
Professionalism is what you do when something is off.

Pause. Own it. Fix what you can. Tighten the process. Move forward.

Did you know a divorce decree does NOT follow the same apostille process as a birth certificate?

Birth certificates are issued by Vital Statistics.
Divorce decrees are issued by the Circuit Court.

Court documents usually require clerk certification before they can be apostilled.

Submitting the wrong version can delay international paperwork.

The apostille itself does not expire.

However, the document it is attached to may.

Many countries require:

• Recently issued background checks
• Updated vital records
• Current corporate documents

If the document expires, the apostille process must be repeated.

Understanding the timing requirements before submitting documents can prevent delays.

If your birth certificate is from Missouri, the process starts with one non-negotiable step.
You need a certified copy from Missouri Vital Records.
