Laguna Beach has proclaimed a local emergency in response to coastal damage caused by large surf this summer, influenced by a strong El Niño year, which has left the City’s coastline vulnerable ahead of anticipated winter storms.

Large weather systems are expected to continue affecting the city into the winter, bringing the potential for additional high surf, coastal erosion, heavy rain, and flooding.

Six oceanfront homes have been yellow-tagged and part of the Aliso Beach parking lot has failed. The City Council ratified the emergency proclamation on September 14, which allows the City to work with other cities and the County on funding and regulatory flexibility for shoreline protection and repairs.

The Promenade on Forest is officially open, and we’re celebrating the way Laguna does best: outside, together, with a band.

🥳 Join us Friday, September 25, 6 to 9:30 pm on Forest.

Mayor Orgill and City Council will cut the ribbon to kick things off, then 133 takes the stage. The Promenade’s restaurants and shops are rolling out the welcome mat with opening night specials.

Lane Closure Notification: Coast Highway lane closures begin Monday, September 14.

Crews will be doing small, targeted excavations between Ledroit Street and El Morro Elementary School to locate existing underground utilities. The work helps plan future utility routes.

When: Monday through Friday, 9 AM to 3 PM, through September 30
Where: Coast Highway, active work zones only

Expect delays and plan for alternate routes. Please follow all signage, traffic control, and flaggers.

The City of Laguna Beach has declared a local state of emergency due to coastal erosion and sand loss.

If you’ve been to the beach in the last week, you have seen it. Swell from Hurricane Marie pulled a significant amount of sand off our beaches starting September 2, and the erosion is still happening.

Six oceanfront homes on Ocean Way and Lagunita Drive have been yellow-tagged because their sea walls are compromised, and part of the Aliso Beach parking lot has failed. NOAA also issued an El Niño Advisory on September 10, so more storms are likely before that sand has a chance to come back.

What does this mean? The City’s local declaration means it may join with other agencies to seek future funding and leeway for more effective shoreline protection, sand placement, and repairs on a faster basis.

For now, the south end of Lagunita Beach, Pearl Street Beach, the footpath at Christmas Cove and the Aliso Beach parking lot are closed. Please respect the signs. Conditions are changing quickly.

There’s been a lot of confusion about what the City paid for the chairs on the Promenade, so here are the facts around how government bids work…

The chairs retail for $799. The $10,000 figure circulating is one line out of over 100 on a contractor’s bid sheet, and it reflects how that contractor spread their overall project costs – including labor and overhead – across the job. Not what a chair costs.

Before bids came in, an independent cost consultant estimated the project at $6.9 million. The City received four bids and, as state law requires, the City awarded the project to the lowest total bid, which was $5.5 million. The City is paying that total bid cost – not literally $10,000 per chair.

🌡️ HEAT ADVISORY — In effect today from 2pm through Thursday, September 10th.

Need to cool off? The Community Recreation Center (30516 South Coast Highway) has AC available Thursday from 8am–6pm, and the Music Room & Library are open for reprieve.

⚠️ Please note: the Susi Q Center’s AC is currently down — head to the CRC instead.

A few reminders to stay safe:
- Drink plenty of water throughout the day, even if you’re not thirsty
- Seek air conditioning when you can
- Never leave kids or pets in parked cars — it’s against the law, and cars heat up fast
- Extra caution hiking or biking in open space, especially with pets
- Check on elderly neighbors and relatives, especially those without AC

Know the signs of heat illness: heavy sweating, dizziness, nausea, headache. If you or someone nearby shows these symptoms, get to a cool place, hydrate, and seek medical help if symptoms worsen.

The memorial will begin at 8:45 a.m., followed by a countywide remembrance broadcast at 9:03 a.m.

We hope you will join us as we come together in reflection and remembrance.

A message from Mayor Mark Orgill.

The first days of September brought unprecedented surf and sand movement to Laguna Beach, capping a summer of significant swells, warm water and the remnants of Hurricane Marie. Private seawalls and public infrastructure were damaged, including at Aliso Beach, and four homes in Lagunita and along Ocean Way are now yellow-tagged.

City teams are addressing public infrastructure and helping affected homeowners find contractors, secure emergency permits and confirm their homes are safe.

The City will advocate for residents’ ability to protect and safely remain in their homes, consistent with the Coastal Act and our Local Coastal Program.

If you have a seawall, now is the time to inspect and maintain it ahead of what could be a significant El Niño storm season. Certain repair and maintenance work may proceed without a Coastal Development Permit. Contact the Community Development Department with questions.

You’ll learn about the City’s Evacuation Management Zones, start an evacuation plan for your household or business, and take part in hands-on wildfire and tsunami evacuation scenario simulations. All zones welcome.
