In the proposed budget, the largest cost increase is coming from the doubling of the current full-time staff. Salary and benefits account for 87% of the proposed budget! The increase must include the increase in fuel, equipment & supplies, and workers compensation insurance.

Why is the revenue lower?

The ambulance department puts the first $173,338 (2026) and $171,500 (2027) go directly into the budget, anything over that number goes into capital reserve for the purchase of future vehicles. The department had taken cuts in that over the last few years off-setting rising costs to keep the budget increases low. That has now left us a projected $70,000 short for buying the next ambulance in 2029. This will allow the department to build funds for the purchase and can be adjusted as needed moving forward.

"How much did the second ambulance cost?"

The grand total spent to get the second ambulance (used), letter it, and outfit it was approximately $7,000 after the sale of the medic car. The $7,000 was taken out of capital reserve. Based on averages, the 10 weeks out of service could have gained us $12,000+. It will also hold re-sale/trade-in value with the purchase of the next vehicle, at which time will bring the second ambulance purchase below net $0 for the purchase. Thus, making it a good investment!

Various Questions: Why did we buy a second ambulance?

We bought a second ambulance... again! Several years ago, the Department had a second ambulance, at which time the that current administration deemed it not necessary due to the way the department operated. Due to staffing the ambulance with a full crew, only having one ambulance proved to no longer be working for the department. From 2023 to 2026, the ambulance had two separate times where it was out of service for just over four weeks each, and one out of service period for a week and a half for a minor accident. That's a total of nearly 10 weeks where we were paying staff to work without the ability to recoup the money via claims reimbursement. Additionally, having the second ambulance will provide the ability to run a second call if it presents itself around shift changes, staff meetings, training, or volunteers. Lastly, the Ambulance has contracted with the LaFayette Apple Fest to provide the coverage for the weekend as a dedicated ambulance, previously leaving only the medic car to respond to calls in Town. In 2026, we will be able to simultaneously be able to cover the Apple Festival AND the Town of LaFayette with staffed Ambulances.

"Does the Ambulance pay the Fire Department rent?"

The Ambulance Department pays $1/year to be housed inside of the fire station as a legal agreement between the two departments. A Memorandum of Understanding (MOU) was established to determine the things that the Ambulance Department would be responsible for in lieu of rent. The Ambulance Department cleans all staff areas on a rotating weekly schedule, provides the EMS charting for the FD EMS calls, provides certain office supplies, maintains the two bays we use (bay door, electrical, exhaust system) as needed, provides any disposable medical supplies that the fire department uses, and the Ambulance Department pays for any FD EMS training, certification, or re-certification.

The full-time, 24/7/365 budget is completely comprehensive to run the business including salary, benefits, 401k, sick/vacation time, vehicle and workers comp insurance, equipment and supplies, fuel, and capital reserve for the purchase of future vehicles. That will staff the ambulance with one EMT and one Medic. The total budget for that is $1,186,000. The 1st $171,500 of claims reimbursement is a part of the budget leaving the Town funds at $1,014,500. That $171,500 is a conservative number, to ensure that there will be no shortage. The Ambulance Department doesn't have a specific line item for capital reserve. The claims reimbursement money that exceeds $171,500 is the capital reserve funding.

*Various Questions* "Who holds the Ambulance Department accountable?"

The Town Board. As a part of the contract, the Town Board receives the profit and loss reports & a staffing report quarterly to keep the department held accountable. Additionally, the Town Board receives the yearly budget from the Ambulance Department, at which time they have time to question and have discussion on the spending needs as well (and they do!). The Town ultimately sets the total budget amount received based on those discussions.
