Swinomish Police Department

Swinomish Police Department Law Enforcement Agency Responsible For the Swinomish Indian Tribal Community located near La Conner, Washington.

On January 7, 1936 the Swinomish Indian Tribal Community Senate passed Swinomish Ordinance Number 1, now codified in Title 2, Chapter 7 of the Swinomish Tribal Code. This legislation launched the official creation of the Swinomish Police Department. In 2010, we were the first tribal law enforcement agency to meet state accreditation standards set forth by the Washington Association of Sheriffs and

Police Chiefs (WASPC). Being an accredited agency means that we follow the same policy and procedure as non-tribal law enforcement agencies. Swinomish officers have general police authority pursuant to RCW 10.92.020. Swinomish officers reference Washington State Law when dealing with incidents of a criminal nature involving non-enrolled subjects both within and outside the boundaries of the reservation. The Swinomish Tribe is federally-recognized and exercises civil jurisdiction over both enrolled tribal members and non-enrolled subjects when contacted within the exterior boundaries of the reservation concerning alleged civil infractions. Additionally, enrolled tribal members, while not subject to Washington State Law, are subject to the law of the United States. Therefore, officers of the Swinomish Police Department follow both federal law and SITC code when incidents involve potential violation(s) by enrolled members occurring within the exterior boundaries of the reservation.

Over the past few weeks, we’ve received several questions about children riding e‑bikes to and from school. Since our schools fall under the jurisdiction of the Sheriff’s Office, these situations are guided by the Revised Code of Washington (RCW) and state traffic laws.

To help families understand the rules, classifications, and safety expectations for e‑bikes and other electric ride devices, the Washington Traffic Safety Commission has created a helpful resource: the E‑Ride Guide. It breaks down what’s allowed, what’s required, and how to keep young riders safe on the road. https://wtsc.wa.gov/erideguide/

We encourage parents and students to review the guide and make sure everyone is riding safely and legally. Keeping our kids safe on their way to school is a shared responsibility, and informed riders make safer roads for all.

Stay safe and ride smart.

Do you have questions about e-mobility vehicles? With so many kinds of electric transportation, it’s hard to keep up with how they all fit in with the rules. Which ones are legal? Where can you ride them? The Washington Traffic Safety Commission has created the E-Ride Guide to help you understand ...
