Water loss is a challenge faced by every water utility—and addressing it is an ongoing process, not a problem that can be solved overnight.
HPUD has served this community for 72 years and maintains more than 700 miles of water lines. Pipes are not permanent. Age, corrosion, changing temperatures, shifting soil, pressure fluctuations and construction activity can all contribute to leaks and line breaks.
While some leaks quickly become visible at the surface, others may remain underground with few outward signs. Finding them requires careful monitoring, specialized equipment and methodical investigation. Approximately 50% of our system is comprised of PVC, which makes acoustical detection very challenging. Once located, repairs must be planned and completed safely while minimizing disruptions to customers.
According to the EPA, national studies indicate that some water systems experience losses greater than 60%. Water loss is considered a significant industry-wide concern.
HPUD’s water loss remains below Tennessee’s 40% threshold for excessive water loss. HPUD is within the average of most water providers throughout the state according to Tennessee data. More importantly, we continue to make water-loss reduction a priority through leak detection, system monitoring, timely repairs and strategic infrastructure improvements.
We have made meaningful progress, but this work never truly ends. As pipes age and conditions change, new leaks can develop even as others are repaired.
Water loss will always be a challenge in our industry but addressing it will always be a priority at HPUD.

Water and wastewater service is a 24/7 responsibility, and it takes dedicated people working behind the scenes every day to keep our community running.
This Labor Day, we recognize the hardworking men and women of HPUD who operate treatment plants, maintain water and sewer lines, respond to emergencies, monitor water quality, serve our customers, and support the many daily operations that make reliable service possible.

We are proud to have received the 2026 Operational Excellence Award from the AWWA KY/TN Water Professionals for both our Beaver Creek and Raccoon Valley Wastewater Treatment Plants! The award recognizes treatment facilities that demonstrate exceptional permit compliance, with no more than one violation of their NPDES permit during the award period.
This recognition reflects the knowledge, attention to detail, and commitment of the employees who work every day to operate and maintain our treatment facilities, protect our waterways, and serve our community. Awards recognize excellence, but our people make excellence possible. Congratulations to our wastewater teams on this well-deserved recognition!

As National Water Quality Month comes to a close, our commitment to water quality doesn’t end with August. From protecting and monitoring our source water to treatment, laboratory testing, system maintenance, and delivering water through hundreds of miles of water lines, maintaining water quality is a responsibility that touches nearly every part of our operation.
Every sample collected, treatment adjustment made, water line maintained, and system improvement completed plays a role in providing the reliable, high-quality drinking water our community depends on. National Water Quality Month may be ending, but at HPUD, the work continues every day and every drop of the way.
