Community Action Partnership of Northeast Missouri - CAPNEMO CAPNEMO's mission is to collaborate with local partners to provide human service programs.

Since 1965, the Community Action Partnership of NEMO (CAPNEMO) has worked to help the less fortunate members of our communities in Adair, Clark, Knox, Schuyler and Scotland counties. Our efforts are directed towards alleviating the pain of poverty, moving families out of poverty, and reducing the recurrence of poverty. CAPNEMO offers programs such as Head Start, LIHEAP (Low Income Home Energy Assi

stance Program), ECIP (Energy Crisis Intervention Program) and community education through the CSBG (Community Services Block Grant). Our goal is to improve the quality, efficiency and effectiveness of the services we provide to our clients. Attention HVAC Contractors!
CAPNEMO’s Weatherization Department is now accepting sealed bids for our 2026–2027 program year HVAC contract.

Bids must be sealed, clearly marked “WX BID,” date/time stamped at the front desk, and received by 5:00 PM on Tuesday, June 30, at our Central Office in Kirksville.
