The Kirksville Police Department has been in existence for more than one hundred and fifty years. In the very early days of Kirksville, in the 1830's and 40's, the Police Department was staffed by one officer who was better known as the town Constable or the Town Marshal. From the one person Department of then, the Department has evolved into a modern, community oriented, full-service police agency with 25 full time officers.

The Kirksville Police Department is participating in Northeast Regional Medical Center’s "Jars of Love" peanut butter drive! We will be collecting jars of peanut butter to donate to The Food Pantry of Adair County. If you would like to donate, you can drop off jars of peanut butter during normal business hours (8 AM to 5 PM, Monday-Friday). Kirksville Police will also be present at the “Fill the Truck Event” in the Hy-Vee parking lot between 9 AM and 1 PM on Saturday, March 21, 2025. Please help us help a good cause and collect as many donations as possible.

What to Do if You Suspect a Scam

BATTLE OF THE BADGES-DOG/CAT addition: For our local Adair County Humane Society.

The Kirksville Police Department is happy to be competing in local Battle of the Badges donation drive in honor of Kenlee Wallace!

Not sure what to donate?

Good donations for dog/cat shelters include food (dry and wet, for puppies/kittens and adults), cleaning supplies (bleach, paper towels, laundry detergent), and bedding (towels, blankets). Additionally, shelters often need grooming supplies, medical supplies, and monetary donations to cover various expenses.
Food toppers: Peanut butter, canned tuna, or even meat-based baby food can be good additions.
Durable toys: Kongs, Nylabones, and other tough chew toys are great. (dogs)
Interactive toys: These can help relieve boredom and encourage natural behaviors. (cats)
Cleaning Supplies:
Bleach and disinfectant wipes: Essential for maintaining a clean and healthy environment.
Paper towels, laundry detergent, and garbage bags: These are always in high demand.
Sponges, mops, and brooms: Help with cleaning kennels and general shelter upkeep.
Puppy pads: Useful for housetraining and managing messes.
Bedding:
Kitty Litter by the Bucket...
Other Helpful Items:
Leashes, collars, and harnesses: Donations of new or gently used items are always appreciated.
Bowls: Food and water bowls are always needed.

The City of Kirksville will host the Red, White, and Blue Festival this weekend. The Kirksville Police Department urges everyone to note the no-parking zones and road closures during specific times to facilitate the events.

On Saturday, July 5, 2025, from 5:00 am to 12:00 pm, parking will be restricted in the following areas:

• Franklin Street, from Missouri Street to Jefferson Street
• Washington Street, between Franklin and Main streets
• Elson Street, between Washington and McPherson streets
• In the Downtown Cinema 8 parking lot
• In the north courthouse parking lot

These roads will also be closed at times, so residents should watch for signage and personnel. This allows for setup, the event itself, and cleanup. The intersections of Illinois Street and Buchanan Street with Franklin Street will be closed just before the parade to enable safe lining up of participants.

The City of Kirksville will also hold a fireworks display at 9:30 pm on July 5 at North Park. Emmett Street, between Novinger Street and Lincoln Street, will be closed from 9:00 pm to 10:00 pm to ensure fire and emergency services have a safety buffer zone near the fireworks discharge site. Emmett Street will reopen after the fireworks. KPD will not be directing traffic on any streets around North Park following the fireworks. KPD asks the public to be patient and plan for a safe exit after the event.

The Kirksville Police Department has arrested a 21-year-old Kirksville man following an armed robbery from this past weekend.

On Sunday, June 15, 2025, at approximately 3:30 pm, Kirksville Police were dispatched to Jimmy John’s at 510 S. Baltimore St. regarding a report of an armed robbery. Officers arrived and were informed a white male entered the business, displayed a handgun and demanded money from the register. The male took an undetermined amount of cash from the business and fled on foot. Officers obtained a physical description as well as a partial name for the suspect.

A short time later, an officer observed a male matching the description and attempted to make contact. The suspect fled on foot, ran into a nearby home, and then ran out of the home and was contacted by police. Officers also recovered the pistol used in the robbery and cash.

The suspect in this case was identified as James Owen Warren. Warren has been charged in Adair County Court with first-degree robbery, armed criminal action, and possession of a controlled substance.

A criminal charge is merely an accusation and a defendant is presumed innocent until and unless proven guilty.

Summer temperatures will be here soon, and the Kirksville Police Department wants to remind pet owners of the dangers of leaving their pets inside a vehicle. A vehicle’s interior can heat to 110 degrees in 10 minutes on an 80-degree day ─ even with the windows slightly open. A pet will suffer needlessly and could die when left in a vehicle, even on a moderately hot day. Your pet is safer at home.

Failing to provide proper care for your animal is not just cruel; it can be criminal. The City ordinance for animal care outlines responsibilities in caring for animals. In addition to not leaving your pets in a hot vehicle, it is also a pet owner’s responsibility to make sure pets have food, water, and shelter. This is required at all times, but shelter and water are exceptionally important when temperatures increase.

It is with great sadness that the Kirksville Police Department announces the death of former Sergeant James Holzmeier. Sgt. Holzmeier was a 24-year veteran of the Kirksville Police Department and retired from KPD in 2013. While with the department, Sgt. Holzmeier was a Driving While Intoxicated/Standardized Field Sobriety Instructor, Missouri Type II breath instrument permit holder, Field Training Officer, OC Pepper Spray Instructor, and Missouri POST Generalist Instructor. Our thoughts and prayers are with the Holzmeier family.

The Kirksville Police Department is happy to announce the promotion of Lori Wuebker to the rank of corporal.

Wuebker has been with the department since May 2017. She previously served three years with the Truman State University Department of Public Safety. She is a 2014 graduate of the Missouri Sheriffs’ Association Academy. Wuebker is the department’s Driving Instructor and is a recipient of the Life-Saving Award.

“Corporals are the first on the scene and most proactive on every shift. They are expected to be the calm in any storm,” said Police Chief Scott Williamson. “Cpl. Wuebker has demonstrated on many occasions in her career to be an excellent fit for this role.”

The Kirksville Police Department was incredibly honored to participate in last weekend's Special Olympics Missouri State Summer Games.

Police Chief Scott Williamson ran the Torch Run, with several officers in vehicles to lead and follow the runners. Officers also high-fived and welcomed athletes as they entered Stokes Stadium on Friday night, and awarded them medals during the weekend.

It was a wonderful opportunity to serve these inspiring athletes.

The City of Kirksville has officially received Missouri Blue Shield designation from the Missouri Department of Public Safety. This prestigious honor recognizes Missouri communities that demonstrate a steadfast commitment to enhancing public safety and supporting law enforcement.

The Missouri Blue Shield Program, created by Gov. Mike Kehoe in January 2025 through Executive Order 25-03, recognizes local governments that make significant efforts to reduce crime, foster law enforcement collaboration, and build strong community partnerships for public safety.

“Public safety is the foundation of a thriving community and state. It affects everything from families feeling secure to businesses having the confidence to invest and grow,” said Gov. Kehoe. “We designed the Missouri Blue Shield Program to recognize communities that go above and beyond in creating a place where people want to live, work, and build their futures. A Missouri Blue Shield designation is a testament to the hard work and dedication of local governments across Missouri who are leading the way in making public safety a priority.”

“The Department of Public Safety is proud to work alongside communities like the City of Kirksville that have shown exceptional dedication to enhancing public safety,” said Mark James, Director of the Missouri Department of Public Safety (DPS). “This program is about fostering collaboration between local law enforcement agencies and the communities they serve. Our goal is to support these efforts, providing resources and guidance to help communities build sustainable, long-term solutions for crime reduction and public safety.”

“The City of Kirksville remains organizationally and financially committed to public safety and crime reduction,” said Kirksville City Manager Mari Macomber. “We appreciate the State’s recognition of that commitment with this designation, which opens the door for additional resources to aid those goals.”

“We have seen steady declines across several crime categories in recent years, showing that community policing initiatives and partnerships are working,” said Kirksville Police Chief Scott Williamson. “Neighborhood Watch Groups, ongoing work with the North Missouri Drug Task Force and the Internet Crimes Against Children Task Force, increased patrols and other actions are proving beneficial.”

Communities are eligible for a Missouri Blue Shield designation based on their dedication to reducing crime, making substantial investments in public safety, and developing strong collaboration with law enforcement agencies and community stakeholders. Each participating community’s commitment will be reviewed annually to ensure continued alignment with the program’s goals.

Communities that earn a Missouri Blue Shield designation will receive grant funding for law enforcement training and equipment as part of Gov. Kehoe’s Recommended Budget for the State Fiscal Year 2026. Communities will also be featured on Gov. Kehoe’s social media pages as well as the DPS website to highlight their participation in the program.

The Kirksville Police Department wants to inform residents that some intersections around downtown and Truman State University will have brief closures Friday evening for the Special Olympics Torch Run.

The attached map shows the route, with the run beginning at 5:00 pm on May 30. Officers from the Kirksville Police Department or the Truman State University Department of Public Safety may be at the various intersections to block them off for the run.

We encourage anyone needing to travel through this area at that time to seek alternate routes. Anyone wishing to spectate should remain on the sidewalks.

The Torch Run leads into the other Opening Ceremony activities happening as part of the Special Olympics Missouri Summer Games this weekend in Kirksville. See a schedule of the weekend’s events at Somo.org/summergames.
