USER FEE EXPLANATION

North Lenoir Water Corporation (NLWC) apologizes for any confusion and inconvenience that our new water bills may have caused. We had to change to envelope billing due to our old card bills not being delivered to our customers at all, being delivered torn to the point of not being legible or being returned to our office with an incorrect address sticker. The card bills have been going through the mail since 1969, but the Postal Service informed us their equipment would not process the cards as it used too. This has been an ongoing problem for six to eight months and was getting worse. To try to alleviate this problem we have changed our mailing to envelope billing with return receipt and return envelope to better serve our customers. In making this change, we want our customers to understand the User Fee in conjunction with the Sale of Water, so everyone might understand NLWC’s Rate Structure better. The amount for metered water during a billing cycle shows on the new bill as WATER. This amount is calculated by the current price for water per 1,000 gallons. The USER FEE is an amount billed monthly to each customer who is provided with a water service by NLWC. The User Fee is implemented as a part of NLWC’s rate structure to distribute minimum operation and maintenance expenses more evenly among our customers. We have many water services throughout NLWC’s distribution system that little to no water is billed during any given billing cycle. The customers who have these type of metering situations want to keep these services active in order to have immediate water service when needed. If our rate structure did not include the User Fee, the water rate per 1000 gallons would have to be higher to cover NLWC’s expenses. The customers who do not use much or any water would not pay anything for the service provided and customers who do use water would pay more than their share. Again, I want to emphasize that the User Fee has always been imbedded in your water bill since NLWC began. It used to be called Minimum Charge but was changed to User Fee many, many years ago.
Again, I apologize for any confusion this may have caused but I would like to thank our customers who made positive comments concerning this situation on social media the last few days. If you have any questions, PLEASE contact our office and allow our office staff or our General Manager to discuss this or any other question you may have, concerning NLWC.

NLWC office is close to today, January 22nd, and will remain closed until it is safe to travel due to weather conditions. Emergency service will still be available on a case by case evaluation. We will respond to emergencies as safely and timely as conditions permit.

NLWC will be closing at 3pm on New Years Eve (12/31/24), and will be closed for New years Day (1/1/25). Payments can be placed in the night drop box , just past the drive thru window.

Distribution Technician 1

SUMMARY

Execute daily duties to perform operation and maintenance of the NLWC distribution system.

PRIMARY REQUIREMENTS AND RESPONSIBILITIES

Must be able to learn and perform all duties listed below:

1. Assist in installing new services and perform repairs and maintenance to NLWC’s service and transmission lines and all other associated appurtenances.

2. Ability to learn and to operate operational and maintenance equipment.

3. Ability to read meters correctly and to understand, maintain, and operate the field portion of NLWC’s Automated Meter Read (AMR) system.

4. Maintain water meters and other water quality equipment. Ability to perform daily NLWC system tasks including connections, disconnects, meter readings, leak checks, etc.

5. Assist in locating water lines for contractors and monitor contractors when working in close proximity to NLWC lines.

6. Maintenance of existing well sites.

7. Maintain fire hydrants and blow-offs.

8. Maintain service and valve locations.

9. Be available for on-call scheduling.

10. Must possess and execute good communication skills and provide our customers with high quality service and maintain high quality interactions with customers and employees.

11. Must possess a valid North Carolina Drivers License.

12. Must have the ability to follow oral and written instructions.

13. This position is subject to random drug screening.

Knowledge and Skills

1. Must have the basic requirements needed to perform the duties of this position, which include reading, writing, and arithmetic.

2. Must possess a high school diploma or equivalent.

3. Must have the ability to obtain, possess, and maintain the minimum required certifications to operate and maintain NLWC’s well and distribution systems.

SUMMARY

To assist the General Manager, Field Operations Supervisor, office operations, and to execute the duties to support, supervise, and perform office and field operations and maintenance of NLWC.

PRIMARY REQUIREMENTS AND RESPONSIBILITIES

Must be able to learn and perform all duties listed below:

1. To assist the General Manager and to supervise and perform the daily operations of NLWC’s well and distribution systems.
2. To supervise and perform the monitoring of wells, taking residuals, maintaining levels of total chlorine, free chlorine, monochloramines, free ammonia, ortho phosphate, pH, and any other required testing to insure good water quality.
3. To supervise and prepare all daily, monthly, and annual operational records and to prepare or assist in the preparation of reports required by regulatory agencies.
4. To supervise, perform or assist in the repairs and maintenance on all equipment pertinent to the operation and maintenance of NLWC.
5. To supervise, perform, or assist in all duties described in the Field Operations Supervisor’s Job Description.
6. To assist in operational duties of the office and must have the ability to perform all duties described in the General Manager Job Description.
7. Must have the ability to understand, operate, and supervise the operation of the NLWC wells, tanks, and distribution telemetry system and each aspect of NLWC’s Automated Meter Read (AMR) system.
8. Must have the ability to understand and set up networking, internet, and must be proficient in MS Office applications: Excel, Word, and PowerPoint. Must have the ability to diagnose and repair minor issues with computers and printers.
9. Must possess and execute good communication skills and provide our customers with high quality service and maintain high quality interactions with customers and employees.
10. To supervise and participate in on-call scheduling.
11. Must possess a valid North Carolina Drivers License.
12. Must have the ability to give and follow oral and written instructions.
