A Message from the Sheriff - It is the mission of the Ulster County Sheriff's Office to serve the public by enhancing our partnership with the community, and in so doing, protect life and property, prevent crime, solve problems and foster good will through courtesy and professionalism. The Ulster County Sheriff's Office shall maintain a correctional facility with the highest degree of security to

ensure the safety of the citizens, staff and inmates. The Sheriff of Ulster County is an elected official (4 year term) who is the chief law enforcement officer of the County and is the county's conservator of the peace in accordance with County Law section 650. The Ulster County Sheriff's Office is accredited by the New York State Law Enforcement Accreditation Council and is comprised of three main divisions: Criminal Division, Corrections Division and Civil Division. Criminal Division
Headquartered in the City of Kingston and located in the Hudson Valley of New York State, the Sheriff's Criminal Division provides proactive law enforcement services to the county's residents and visitors in 20 towns, 3 villages and the city of Kingston. Ulster County is comprised of 1,150 square miles with 2,200 miles of roadways, and a population of 182,493 (2010 Census). Corrections Division
The Sheriff is responsible for the custody, control and movement of inmates confined to the Ulster County Jail. Committed to the jail are prisoners who may be charged with any type of crime or violation, including homicide, r**e, DWI, trespass, etc. The Sheriff is responsible to assure that all prisoners are kept secure and properly cared for. He must continually conform to the rules and regulations set forth by NYS Correction Law and the New York State Correction Commission, such as providing contact visitation, education, and rehabilitation. Civil Division
The Civil Division is a state mandated service of the Sheriff's Office. Its purpose and function is to serve and execute the various legal processes issued not only by and for the several non-criminal courts of the state and its subdivisions, but also for the legal community and the general public. Departmental and divisional policies and procedures are consistent with New York State and court case law and are designed and developed to insure the accurate, expeditious, and judicious service and ex*****on of all matters relating to civil process. The rulings that apply include Civil Practice Law and Rules, Judiciary Law, Real Property Actions and Proceedings Law (RPAPL), and the Family Court Act (FCA). Annual Report

2026 POLICE CHIEFS ASSOCIATION OF ULSTER COUNTY AWARDS DINNER

Last night, we had the honor of attending the Police Chiefs Association of Ulster County's 2026 awards dinner. Several members of our agency received awards relative to a call in the Town of Gardiner during which a male suffering from a mental health crisis fired a rifle multiple times at deputies and troopers and after several hours of negotiating, he surrendered peacefully without any injuries to law enforcement or members of the community. Additionally, a member of our agency received an award relative to an incident in the Village of Ellenville where a male suffering from a mental health crisis armed with a shotgun wished to harm himself which too was brought to a safe resolution through effective and compassionate communication of a trained negotiator.

Congratulations to all of the award recipients! We thank you for your dedication and sacrifice in service to the citizens and visitors of Ulster County.

ANNUAL AWARDS BANQUET

Last night, our agency proudly recognized the hard work the members of our office put forth throughout 2025. The men and women across every division of our agency come to work every day to serve the community and do it with integrity, respect, compassion and empathy. The level of dedication and professionalism is second to none and what defines us as an agency. We extend a big congratulations to everyone that received an award, but also want to recognize those that did not, as our members perform at exceptional levels every day.

We would like to thank the family members, friends, coworkers, chaplains and elected officials who joined us to share in the night of recognition. Without your support, achieving success would be much more difficult. Additionally, we thank First Sergeant Craig Miller and First Sergeant Scott Brocco for organizing this event and The Chateau for being wonderful hosts. Our 2025 distinguished awards are as follows:

In Water Rescue Team Training

Members of the Ulster County Sheriff’s Office In-Water Rescue Team attended an Emergency Boat Operations and Rescue Course last week which was hosted by Lagrange Fire Department and taught by members of the New York State Office of Fire Prevention and Control.


During this three-day course, class participants were taught and practiced small boat operations, emergency maneuvers and operations, victim rescuing, and search and rescue techniques using small motorized boats in both still and swift water conditions.


In addition to members from our agency, the Town of Rosendale Police Department has members assigned to our In-Water Rescue Team.

Our agency will be hosting a blood drive in partnership with the American Red Cross on Tuesday, June 30th, from 11:30 AM until 4:30 PM, at the Ulster County Law Enforcement Center (380 Boulevard, Kingston). LEGACY OF SERVICE

Sean Decker, son of Lieutenant Joseph Decker, graduated in 2018 from Kingston High School and later from the State University of New York at Binghamton in 2022, where he earned a Bachelor's degree in Biology. Shortly thereafter, he pursued his medical education at the New York Institute of Technology College of Osteopathic Medicine on Long Island. At the beginning of medical school, he commissioned as an officer in the United States Navy, committing to serve his country following the completion of his medical training. Recently, he earned his medical doctorate.

Beginning June 1, 2026, Sean will begin his General Surgery internship at Walter Reed National Military Medical Center, where he will continue his advanced clinical training. Congratulations to Sean on the accomplishments and we are proud to watch as he follows in his father's footsteps of service to the community!

2026 NATIONAL LAW ENFORCEMENT OFFICERS MEMORIAL

Last week, our agency honored the dedication and service Correction Officer Joseph Murray gave in pursuit of serving others, as his name was inscribed on the National Law Enforcement Officer Memorial Wall in Washington, DC. Officer Murray was a part of our agency's Critical Incident Stress Management Team assigned to the World Trade Center site in New York City after the 9/11 terrorist attacks and died on February 5, 2025 as a result of cancer he developed while there. He served the Ulster County Sheriff's Office and our community for 33 years before his retirement on September 29, 2014.

Undersheriff James Mullen, Lieutenant Joseph Decker, Detective Michael Goins and Correction Officer George Hill rode in the Police Unity Tour in honor of Officer Murray, which is a four-day, 300-mile bicycle ride in memory of the fallen. The riders converge on the nation's capital each year, marking the beginning of National Police Week. Sheriff Juan Figueroa, Colonel Anthony Maggio and Congressman Pat Ryan were also in attendance to support Officer Murray's family during the ceremonies. We send a special thank you to the Town of Ulster Police Department and Officer Meghan Sutton for your support during the week for the Murray family.
