Ulster County Clerk's Office

The Ulster County Clerk's Office acts as Custodian of the records for the County. Open 9:00-4:45 Monday through Friday. Open 8:00-4:45 Monday through Friday.

We oversee records dating back to 1683 including deeds, mortgages, judgments, liens, maps, civil and criminal actions. Yearly, hundreds of people search, file and record land records, legal documents and court papers in the office. If you are interested in becoming a notary or obtaining a United States passport, applications and permits are available through the County Clerk's Office. Drivers lice

nses, registrations for automobiles and other motor vehicle transactions can be done on a daily basis. Motor Vehicle services are available in the County Office Building, Monday through Friday, or from our mobile bus that travels to five towns in Ulster County each week. The Records Management Program, located at 300 Foxhall Avenue, Kingston, is operated under the auspices of the County Clerk and provides the county with a state-of-the-art records storage facility, as well as a Micrographics production laboratory. Services provided by the program include archival assessment, processing and storage, retrieval and refile of records, full micrographic services, records management consultation, general records storage and disaster planning. These services are available to all Ulster County departments and New York State Local Governments. Open 9:00-5:00 Monday through Friday by appointment only.

This morning our office was honored to officiate a naturalization ceremony for 16 new citizens of the United States presided over by Hon. Sharon Graff, Ulster County Supreme Court Judge. Surrounded by friends, family, neighbors, and esteemed elected representatives serving our community, these new citizens took their oaths 250 years after the signing of the Declaration of Independence. By this act, these new citizens reminded all present that the tenets of life, liberty, and the pursuit of happiness are aspirations to be actively sought out and safeguarded through diligent participation in the democratic process. We welcome and extend our gratitude to these new citizens for their remarkable efforts to reach this moment, and for the opportunity to celebrate with them this morning!
Special thanks to Congressman Pat Ryan, Judge Sarah McGinty, Ulster County Executive Jen Metzger, Ulster County Comptroller March Gallagher, District Attorney Emmanuel Neji, Chief Diversity Officer Dina Suggs, and County Legislator TJ Briggs for their attendance and thoughtful remarks.

The issue features an interview with our Ulster County Archivist and Greene County Historian, Jon Palmer, and includes a great highlight of the Persen House Museum on Kingston’s historic Four Corners, right alongside our friends at Rough Draft Bar & Books.

We’re always proud of the incredible history we have here in Ulster County, but it’s especially exciting to see it recognized by the Smithsonian as the nation gets ready to celebrate America’s 250th. From Revolutionary War history to the stories preserved in our archives, museums, and historic streets, Ulster County has a lot to be proud of.

Several years ago our office opened an old box labeled "Miscellaneous Filings Glass Negatives" and discovered over a dozen shattered photographic plates within. While reassembling and scanning the fragments, this remarkable photo emerged showing a teamster working for Winston & Co. around 1910 during the construction of the Ashokan Reservoir. He was one of several hundred men who moved north from Virginia to work on the construction of the reservoir - leaving behind family and friends to chase opportunity in the north. Looking back at you across a century is a man barely separated by a generation from slavery; his is the gaze of someone navigating a world in which he was denied the dignity and respect he deserved based on the color of his skin. During Juneteenth 2026 we hope you might join us in pausing to reflect not only on this man's life and experiences, but on the imperfect nature of our democratic experiment. Celebrations like Juneteenth demand we continue to improve ourselves so we can better honor the legacy of those who came before. Wishing all a wonderful weekend.
