My recent letter to the City of Kingston Common Council regarding our housing Crisis.

Good afternoon Madam President, and Common Council Members,

I am writing you to express my concerns regarding the proposed Pilot Programs, in exchange for an extremely minimal amount of affordable housing, and the minimal criteria needed by Developers, and Landlords to qualify.

As we know, the current availability of affordable housing in the City of Kingston is virtually non existent, and the definition thereof, is certainly unrealistic, and unaffordable for the majority of the native Residents of Kingston.

We must acknowledge, that our City certainly is in a housing Crisis, upto and including a trmendous number of homeless residents, without a single viable solution having been discussed, or suggested.

As reported by the Daily Freeman:

The City’s new Zoning Code, adopted in August, requires developers of projects between seven to 19 need to have 10% of those units designated affordable housing. Such housing would be affordable to people making 80% or less of the area median income or 120% of the area median income, respectively.

Given the significant benefits to Developers, I personally cannot understand, nor do I see how Bartek Starodaj, sees 25 year PILOTS beneficial to our City, our Residents, ( the Councils Constituents ) of Kingston, and the property owners, whose Taxes will most certainly increase, to cover the shortfalls, with the largest impact likely to land on each and every Taxpayer in the KCSD.

Before moving forward, I would ask that the Common Council pause to consider the actual figures that can, and will directly effect the vast majority of the City of Kingston Residents, including each and every Taxpayer, and Tenants as well.

Current PILOT Proposal:

New projects with 20 to 49 units need to have 10% of units designated affordable housing and 5% designated as workforce units. Projects with 50 or more units would need to have 10% of units designated affordable and 10% of units designated workforce housing and projects with bonus stories need to have 20% of total units affordable and 50% of the total area of each bonus story would need to be affordable.

Ie: How is there a benefit for our Residents, when to receive the PILOT, the Developer only needs to offer as little as 10% Affordable Housing, or as low as only 2 Units out of 20.

Please note, entering the 2024 Calendar year, the NYS Minimum Wage, will remain unchanged at $15.00 per hour, which is absolutely not a liveable wage in the City of Kingston, for the vast number of Residents.

Consider the Following:

The popular standard for budgeting rent is to follow the 30% rule, where you spend a maximum of 30% of your monthly income before taxes (your gross income) on your rent. This has been a rule of thumb since 1981, when the government found that people who spent over 30% of their income on housing were "cost-burdened."

Based on the standard used since 1981, a couple earning minimum wage full time would GROSS $4800.00 per month, which would allow $1440.00 per month for Rent, before Groceries, Automobile Insurance, exorbitant Central Hudson bills, Spectrum, Car Payments, etc. etc., and even with a 1 Bedroom Apartment, if you were lucky to find one, are currently renting north of $2000.00 per month, most requiring first month, last month, and security.

As per Mayor Noble, during one of our Debates, he acknowledged that our number one Industry in the City of Kingston, is the Hospitality Business, with a required Minimum Wage of Tipped Food Service Workers at $9.45 per hour, and regardless of Tips, in most cases it it not a liveable wage.

I thank everyone in advance, for taking the time to hopefully pause before moving forward, and signing anything into Law, that could seriously harm each and every Resident / Constituents in Kingston.

Given the magnitude of our Housing Crisis, I believe that the Council may wish to consider a Public hearing, as the current situation is extremely poor, and actually desperate.

This was my statement that I sent to the media last evening. In typical Daily Freeman fashion, they dissected down to a couple of paragraphs, removing the critical remarks that were most detrimental to Steve. Censored Jouralism at its highest level.

To Every Resident of the City of Kingston,

First, I would like to thank my amazing wife Jana, our Son Brandon, Daughter Stephanie, their Spouses, Sierra, and Jordan, our Grandson Liam, and our Grandson on the way Rory.

Additionally, I thank every Resident of our Community who supported me throughout this journey, and those who did not, while I was able to share my vision of creating "Kingston United".

I made the decision to enter the Mayor's race, after identifying so many areas of opportunity, where our City clearly needs a great deal of improvement, and a leader that could have gotten the job done.

Unfortunately, our Community has, and has had very serious issues with Crime, Lack of Affordable Housing, Homelessness, Drug Abuse, and transparency, which has caused Ethics issues for our Mayor.

Our Community is also in the midst of an unprecedented Opioid Crisis, and all of these problems are far more serious today, than they were 8 years ago.

The current City Charter, allows Mayor Noble to be extremely reckless, as it provides him the dictitorial powers, that he uses on a regular basis, and I believe that the Council should revisit Charter reform, and commit to getting it done as quickly as possible.

Last evening, the Mayor's authority was put to the test, following his Veto of Local Law 160, where the majority of the Council made an educated decision, and overrode his Veto with a 7 to 2 margin, which will now continue to protect our local Contractors and Developers.

Our Residents should know, that while not disclosed to our Community, the Mayor and the Kingston Housing Authority Board, are being sued by not only the Residents of Rondout Gardens, but by the City Employees that are employed there as well.

The lack of transparency, and Community involvement in City Government is not only disappointing, but disturbing because it is apparent that the general populace of our Community, do not feel as though they have a voice, and we desperately need to change that.

It is important to note, my Campaign was completely grass roots, and self funded, with the exception of a few donors, and we were still able to earn 42% of the Vote, against an 8 year incumbent, but more importantly are the masses that did not come out to vote, because they have given up.

I have been very outspoken, with the reckless use of some of our ARPA Funds, specifically on the expenditure of the Block Partys, where the Mayor was Campaigned.

In the end, I received 36.95% with 1917 Votes, and our 8 year incumbent Steve Noble only received 3271 Votes with 63.05%.

When I review these figures, it is totally evident that the bulk of our roughly 24,000 Residents, are clearly very unhappy with where we are today, and appear to have given up.

One day, we will do better, and I believe on Monday, that the Council clearly demonstrated their ability to protect their Constituents, and I remain optimistic that the Council is now prepared to make our Residents their first priority.

For now, I care deeply about our Community, and I trust that our Common Council will begin the process of making the necessary changes, that are more focused on our Residents, and their needs, rather than Mayor Noble.

While this Campaign was not a Victory, I certainly see it as a stepping stone to accomplish the things, that our Community deserves, and needs.

We can, and must do better

Below is the Email that I had sent to the City of Kingston Common Council.

I had urged as many Residents as possible, to attend the incredibly important meeting in solidarity of our local labor, of many, many years, as their livelihood was being threatened by Mayor Steve Noble.

The meeting was Wednesday evening 9/20/23, at 6:30 pm, at City Hall, where over 150 people attended.

LETTER

To: President Andrea Shaut & Common Council Members

Good Morning,

Following the Common Council Meeting on September 12, 2023, it is incredibly evident that Mayor Noble is far more concerned about himself, his wife, and personal financial gain, then the hard working Men and Women of our Community, and in many cases their children as well.

As a result of Mayor Nobles reckless and selfish behavior, the Council is now faced with a decision that will directly effect the lives upward of 250 plus combined family members, that depend on a livelihood, where they had regularly worked in, and for the City of Kingston.

As City Officials, Elected by the People, and for the People, each of you will cast a recorded Vote, that will either support our Community, and your Neighbors, or you'll follow the Marching orders of Mayor Noble, the latter which would be a total atrocity.

It is important to note, that of the 9 Council Members, we now have 4 that have very recently been appointed directly by the Mayor, having not been elected, and with virtually no time for a potential Candidate to emerge to challenge the Mayors appointees.

Under the existing, and dangerous Charter provisions, it is not only a conflict of interest, but a tremendous threat to the City's democracy as well, and has been for many years.

It is important to note that in 2018, Alderwoman at Large Andrea Schaut, suggested that the Council begin the hard work of Charter reform, without majority support, which is exactly why we are in this situation today.

As a Democrat, and the Republican and Conservative Party candidate for the Mayor of the City of Kingston, I would urge the Council to vote unanimously to repeal Resolution 204 of 2022, in a show of solidarity with your Constituents.

Please do not forget, that Mayor Noble has accepted Campaign money from Business Representative Michael Ham, from Operating Engineers (IUOE), and is using his authority, to attempt to pay a personal debt for the Unions support.

As we can see, this situation is certainly a tremendous conflict of interest, and a debt that should not be paid for with the livelihood of a single Resident, of the City of Kingston.

As Council Members, you are each facing a defining moment, and I would strongly urge you to proceed cautiously, making certain to vote responsibly and in the best interest of your Constituents, whom have been working for the City of Kingston for many years.

The decision, and the vote that you will cast is personal, and not just business, and the impact will be potentially be devastating.

As family members of our Community, before Council members, how would you feel if this were being done to someone in your family?

Greetings,

My name is Scott Denny, and I am a Candidate for Mayor of the City of Kingston. As a life long resident of the Kingston area I realize that my family, along with so many other families share very deep concerns about the future of our once great City.

While campaigning, I have had the opportunity to speak with so many of our Neighbors, and have listened to their deep concerns for not only the future of Kingston, but their families futures as well.

As many Residents are aware I am a registered Democrat, whom has successfully secured both the Republican and Conservative Party lines, which certainly speaks volumes for any Candidate, especially in the City of Kingston.

It is important to note that I do not believe in, nor do I support Party line Politics. As a Mayoral Candidate I do support great Neighbors and Candidates, that will participate to create unity, while collaborating TOGETHER to make the decisions that will ultimately be in the best interest, of EVERY Resident of Kingston.

Let me be clear, the City of Kingston does not belong to the Mayor nor the Common Council, but rather each and every Resident who's voices should, and must be heard. It is important to note, that City Government must work for everyone, regardless of Political Party affiliation.

Prior to making the decision to enter this race, there were a great deal of family discussions. After much consideration, we concluded that our City desperately needs a positive change, and henceforth our campaign began.

In the end my vision is crystal clear, I believe that we must reinvent City Hall where each and every Resident, and our various Community Groups, will know that EVERYONES voice can and will be heard.

As Mayor, I will strongly encourage the Common Council, and every Resident to become vested, as we collectively frame the future of OUR Community.

Ultimately my vision is very simple, and certainly attainable, where together we move forward creating what I refer to as:

"KINGSTON UNITED"
