East Tennessee Constables Association The E.T.C.A. Constables have full powers of arrest under Tennessee Code Annotated Title 8, Chapter 10.

is a State Chartered Organization that Provides classroom, fi****ms, & other educational training opportunities to Constables across the State of Tennessee. Constables are citizens elected, sworn, bonded, conservators of the peace and are vested with all the power and authority belonging to the office of Constable by Common Law. They are charged with keeping the peace and with the enforcement of t

he laws of the state, county, and its cities. It is the duty of a Constable to execute all process lawfully directed to the Constable.

Prayers needed for Retired Tennessee Constable Henry Price. Henry is currently at the VA awaiting surgery due to some medical issues.
Henry Price is the longest-serving constable in Tennessee history, having retired in May 2025 after an unprecedented 54.5 years of service in Sullivan County's 6th District. First elected in 1970, he officially hung up his badge and sold his police vehicle May 2025. Henry is also the founder of the East Tennessee Constables Association.

⚠️ SCAM ALERT – “BRUSHING SCAM” ⚠️

Thousands of residents are receiving unsolicited packages from a sender listed as:

“Davve Garzaz”
70 East Hawthorne Ave
Valley Stream, NY 11580

These packages may arrive empty or contain inexpensive merchandise you never ordered.

📦 HOW THE SCAM WORKS:
Scammers use your name and address to create fake online reviews for products. Inside or on the package may be a QR code directing you to scan for more information.

🚫 DO NOT SCAN THE QR CODE.

Scanning the QR code may allow scammers to obtain personal information associated with your device.

✅ WHAT YOU SHOULD DO:
• Do not scan any QR codes
• Monitor your accounts for suspicious activity
• Report the incident to the Better Business Bureau
• Dispose package

On 23 March 26 , At approx. 2110hrs,

Constable Brian Malone was traveling South on Hwy 93 , just passed Pizza Plus , when he observed a vehicle traveling South in the North bound lanes.

Constable Malone alerted Sullivan Co Sheriffs dispatch of the situation, gave TN plate number of SUV, and requested officer assistance.

Constable Malone activated lights and siren behind said vehicle to attempt traffic stop to alleviate danger of oncoming traffic.

After traveling approx. .25 mile in the wrong lanes, vehicle driver finally noticed they were being pulled over and slowly began merging right.

The vehicle finally pulled over to a stop about a mile from start of attempted stop.

While Constable Malone was pulling in behind the vehicle, he noticed the vehicle reverse lights come on

The SUV backed into Constable Malone’s patrol vehicle, making impact with the push bar.

Constable Malone kept the SUV from going back any farther, by parking his with emergency brake on,

Once scene was safe, Constable Malone made verbal contact with the driver instructing him to turn off the vehicle and place his hands out the window.

The driver complied and Constable Malone approached the subject and made contact , with a STRONG smell of alcohol coming from the vehicle and upon the male subject breath

Constable Malone obtained the white males TNDL, SCSO Deputy Oakley arrived for assistance, and detained the male subject until THP arrived

THP Quillen arrived and placed driver under arrest for DUI

The Association would like to take a moment to pray for Hawkins Co. Constable Frank Vaughn and wife Rhonda Vaughn, and their nephew, Edward. Last night, a drunk driver drove through their home. Thankfully, no lives were lost.
