The Kimballton City Council met in regular session on Tuesday June 9th, 2026 at 6:39 p.m. at the Kimballton Library.
Present: Mayor Ramadasa Jivatma. Council members: Thomas Lake, Sheila Partridge & Tony Petersen, & Clerk April Baldwin. Absent Adam Larsen & Dirk Wasson.
In addition to council members in attendance were: Roger Anderson & Colby Madsen.
Mayor Jivatma called the meeting to order at 6:39 pm.
Mayor Jivatma presented motion to approve the agenda. Motion by Sheila Partridge– 2nd by Tony Petersen. 3 Ayes.
Mayor Jivatma presented approval of meeting minutes, May 6th. Motion by Tony Petersen – 2nd by Sheila Partridge. 3 Ayes.
Mayor Jivatma presented motion to approve financial reports. Motion by Tom Petersen – 2nd by Tom Lake. 3 Ayes.

Mayor Jivatma presented motion to approve Building Permits.
Justin & Beth Larsen – Garage Extension. Motion by Sheila Partridge – 2nd by Tom Lake. 3 Ayes.
Zach & Alisha Evans – Fence. Motion to approve by Tom Lake- 2nd by Tony Petersen. 3 Ayes.
Rhea & Deanna Berger – Driveway, Sidewalk & Steps. Motion to approve by Tony Petersen - 2nd by Tom Lake.3 Ayes.
Mick & Kathleen Titus – Garage & driveway. Motion by Sheila Partridge – 2nd by Tom Lake. 3 Ayes.
Roger Anderson discussed removing garage on his property. He also expressed concerns about the driveway slope near his property.
Mayor Jivatma presented to the council the following donations:
Rhea Berger donated gravel for the alley behind his residence.
Fencing for the ball field – Little League & 100+ Women who care of Audubon County
2 Porta Potties – Little League
Mayor Jivatma presented to the council the following items for discussion:
Tom & Darlene West notified clerk, that they will be repairing their retaining wall.
Blake Johannes will be placing gravel under his shed. Verified he didn’t need permit.
Water line replacement for two properties on Main Street. Best time to connect these properties would be while the sidewalk project is going on. Owners will be responsible for costs to connect.
Parking issues were brought to the attention of the council.
IA DOT Sidewalk & Highway projects are tentatively scheduled for mid to late August.
Library Movie night in the park is scheduled August 7th 8 pm.
Certified letters were sent to nuisance properties.
Mayor Jivatma presented to the council the following items for discussion:
Continuation on electric upgrade- proposal from Al Powers. Repair or replace street light at 303 View Street. Council elected to repair.
Item 1. Maintenance work to be performed on the old transformer. General inspection and maintenance to be performed. Burns electric to de-energized & help Sunbelt-Solomon work on the transformer. Estimated cost $51,180.00. Motion by Tony Petersen - 2nd by Sheila Partridge. 3 Ayes.
Old Business– Emergency Generator – Battery charger. Tabled until specifications are available.
Ordinances -Workshop Discussion Council needs to read through ordinances so we can get the ordinance books updated.
Clint discussed with council about line of credit increasing the amount from $500,000.00 to $700,00.00 and refinancing electrical loan at a better interest rate. MRES has an accounting system software that is worth looking into.
Department Reports
Fire- Monthly report. Submitted 2 invoices for payment. Trucks & Equipment repairs discussed. Fire Department would like to have a meeting July or August with City Council, concerning the city giving up the bay in the fire department building and the discussion of possible pole building for city.
Streets – Two bids were received for seal coating Main Street that the city is responsible for. Discussion concerning storm drain that is collapsing at the corner of Esbeck and Main Street.
City Clerk – HM Cragg batteries to be replaced at time of maintenance for water department. Mayor & clerk will represent the city at Board of Supervisors meeting June 23rd. Danish Museum asked about Mermaid in the library. Clerk asked permission to authorize for private donations to fund mural above Clerks office and library.
Water- Tom Lake new water meter to be installed.
Next council meeting: July 1st, 2026 at 7:00pm.
