The Kimballton City Council met in regular session on Wednesday September 2nd, 2026 at 7:00 p.m. at the Kimballton Library.
Present: Mayor Jivatma. Council members: Tony Petersen, Tom Lake, Sheila Partridge, Adam Larsen & Dirk Wasson and Clerk April Baldwin. In addition to council members in attendance were: Al Powers & Clint Fichter.
Mayor Jivatma called the meeting to order at 7:00 pm.
Mayor Jivatma presented motion to approve the agenda. Motion by Adam Larsen – 2nd by Tom Lake. 5 Ayes.
Mayor Jivatma presented a motion to approve of meeting minutes, August 5th. Motion by Tony Petersen – 2nd by Sheila Partridge. 5 Ayes.
Mayor Jivatma presented motion to approve financial reports. Motion by Adam Larsen – 2nd by Sheila Partridge. 5 Ayes.
Mayor Jivatma presented a motion for discussion and to approval Claims reports September 9th through October 7th, 2026. Motion by Adam Larsen – 2nd by Sheila Partridge. 5 Ayes.

Mayor Jivatma invited Al Powers to update council on continuation of transformer repair. Minimum to finish repair work on transformer & removing the LTC, so that it would be available in case of an emergency. Plus 1 new regulator needed. Quotes for work & regulator have been obtained. Cost to complete $48,900.00. Motion to go forward by Dirk Wasson - 2nd by Tom Lake. 5 Ayes.
We will need to have switchgear & conversion project designed by Al Powers. Motion to go forward by Tom Lake – 2nd by Tony Petersen. 5 Ayes. Voltage has been raised 5 points since switching transformers.
Mid-American Energy has shown some interest in taking over accounts south of the creek in Kimballton. Nothing confirmed.
The emergency generator was started last week & will run. The generator will be used only in case of a power outage. The batteries held a charge and will need to be charged once a month.
Mayor Jivatma invited Clint Fichter to speak. Clint applied for a grant for Electrical Project. Grant was denied, they do not do maintenance projects. Discussion to look at other grants to help with our electrical needs.
Discussion concerning electrical service to Kimballton: Clint is finalizing contracts.
1. Licensed Electrical Contractor for miscellaneous- General Electric work & repair, trouble shooting and for emergency repair. Would need bucket truck, insurance and equipment. Arc Electric has sent Al a proposal.
2. Overhead & underground system, transformers, poles. Handle this Emergency work. Al is working with Harlan (HMU) concerning an agreement.
3. Long term repair, Burns Electric has sent a proposal.
Loan agreement needs to be finalized.
Mayor Jivatma presented to the council the following items for discussion:
Quote at $27,997.00 for seal coating for main street parking areas. Council agreed not to have seal coating done. Will need to look into an alternative.
Mayor Jivatma and city clerk will look over ordinances, one more time before presenting to council.
Mayor Jivatma presented MRES & WAPA contracts that need to be signed. Motion by Tony Petersen – 2nd by Adam Larsen. 5 Ayes.
Derelict properties were discussed and letters to be sent.
Department Reports
Fire-No report.
Streets –Motion was presented to purchase 2 loads of rock,1 load of milling & 1 load of cold patch by Tom Lake -2nd by Dirk Wasson. 5 Ayes.
City Clerk – Window leaking at clerk’s office. Purchase of office supplies, approved. Software issue was discussed. Clint to get demo software set up.
Next council meeting: October 7th, 2026 at 7:00pm.
